Sweeney: RCAs “put poor white folk and poor black folk out of town”
Hornik: “No one in Trenton can honestly say that COAH is working”
Senate President Sweeney rejected out of hand an idea brought forth by Marlboro Mayor Jonathon Hornik this week that could potentially release $184 million in dormant funds for the benefit of Superstrom Sandy victims.
Hornik called for the reinstatement of Regional Contribution Agreements (RCA), in order to unlock $184 million in COAH funds to help residents impacted by Superstorm Sandy rebuild their homes in an OpEd piece published on MMM and PolitickerNJ.
RCAs were a practice that was in place to build affordable housing in New Jersey from 1985 through 2008 under the Fair Housing Act, whereby communities that had raised affordable housing funds through development could transfer those funds, and their obligation to build affordable housing within their own community, to other communities with an immediate need. The legislature and Governor Corzine outlawed RCAs in 2008.
Assemblyman Declan O’Scanlon issued a statement commending Hornik and said,”When the Democrat leadership in Trenton killed the RCA program it was bad, short sighted policy that many of us knew would come back to bite us. Its flaws are now magnified by the plight of Sandy victims as many towns struggle with the economic burdening of rebuilding.”

Senate President Steve Sweeney told MMM today that he expects a key provision of New Jersey’s 2% property tax cap that is set to expire on April 1 to be extended.
The interest arbitration provision of the property tax reforms passed with bi-partisan support three years ago caps arbitration awards in government labor disputes to 2%. Since they’ve been implemented the average arbitration award resulted in salary increases for local government employees to 1.86%–the lowest in 20 years. The provision will expire on April 1 unless extended by legislation.
“It’s my bill,” Sweeney said, “I’ll pass it next week.” Ask if the arbitration cap would become permanent or extended with another sunset provision, Sweeney said, “That’s what we’re working on now. I’d just assume we done with it, but we’ll get the best we can.”
Sweeney said that while negotiating the original property tax reforms that he favored a 0% cap. “That would force municipalities to, if not consolidate, to share, to share services.”
Sweeney spoke to MMM after his sparsely attended Town Hall Meeting at the Bayshore Senior Day Center in Keansburg this afternoon.

Governor Chris Christie came to the bayshore with members of his cabinet yesterday with a sobering message for residents battered by Superstorm Sandy who a waiting for government assistance to rebuild their homes and to comply with new government imposed requirements for those homes.
New Jersey sustained $37 billion in damage from Sandy. Federal assistance to New Jersey will tap out at between $15 and $20 billion, Christie said.
It’s been 15 months since Superstorm Sandy ravaged New Jersey. The first $1.83 billion in relief from the Department of Housing and Urban Development has been spent or is committed. Another $1.46 billion is being applied for, but it will be another three months at least before that money starts to flow.
The HUD Community Block Development Grants (CBDG) grants are the last resort funding for homeowners and renters/landlords, designed to fill needs not covered by insurance proceeds, FEMA assistance, Small Business Administration loans and other sources.
Before New Jersey receives the $1.46 billion second round of funding, there is a 30 day public comment period on the CDBG Disaster Recovery Action Plan. The public comment period runs through March 5. In Monmouth County, there will be a public hearing on February 13 at Brookdale Community College, Robert J. Collins Arena, 765 Newman Springs Rd, Lincroft from 4pm-7pm. There will be hearing is Atlantic County at Stockton University on February 11 and in Essex County at the New Jersey Institute of Technology on the 12th. Governor Chris Christie , Department of Community Affairs Commissioner Richard Constable and Department of Environment Protection Commissioner Robert Martin will be in Keansburg to speak about the $1.4 billion “Second Round” of Superstorm Sandy Relief Funding on Tuesday, February 4 at 3PM.
The event will take place at the New Point Comfort Fire Company, 192 Carr Ave. Doors open at 2:30.
Monmouth County Republican Chairman was appointed Acting Administrator of the Borough of Oceanport last week, replacing Phil Huhn, a former Neptune Township administrator, who had been holding the post since June when Kimberly Jungfer resigned as Borough Administrator and Clerk to take the same job in neighboring Little Silver.
Mayor Michael J. Mahon confirmed Bennett’s temporary appointment and declined to comment further.
Bennett, who also serves as the borough’s attorney, said he was in conversations with the governing body to become a full time employee as a attorney and administrator in January.
“It would be a win-win for everybody,” Bennett said, noting that the borough would save money in legal fees if he held both posts. He said he is not seeking pension credits or health benefits in the proposed position.
He was best known for his portrayal of Tony Soprano and his most famous Monmouth County scenes were in Sea Bright and Asbury Park, but James Gandolfini kept working here after the HBO classic ended in 2007.
Gandolfini starred in the independently produced Down the Shore which was shot in Keansburg, Hazlet and Atlantic Highlands in 2008. The film grossed only $4800 when it opened last April.
While shooting in Down the Shore, Gandolfini shopped at IEI, Victor Scudiery’s retail electronics outlet at Airport Plaza in Hazlet. Scudiery tells us that the actor bought a stereo receiver for his trailer. IEI’s staff let Gandolfini be, not bothering him for autographs or pictures, but they excitedly saved the security footage of his purchase.
