Hello MMM readers, I’m sure you’ve missed me as I’ve been quiet and well behaved since Art’s thunderous return but since I know how much you all miss me and value my opinion, I wanted to pass along my observations of the Freeholder candidate’s from Wednesday night’s Ocean Township hosted forum.
Ocean Township Chairwoman and State Committeewoman Christine Hanlon opened the meeting by having each candidate, in alphabetical order, give a short speech as an introduction. I’ll recap what I recall here, where there isn’t much means there wasn’t much said that was memorable, for me.
Serena Demaso – from Holmdel – Deputy Mayor for several years. Has lived in Monmouth County for 23 years. She’s of the Board of Trustees of Meridian Health. She’s a mom and employee of her husband’s medial office, she runs it. (My research indicates that the office is in Staten Island, maybe someone can verify if I have that wrong. I don’t think it hurts to run for office here and work/run a business elsewhere but maybe real experts like you anonymous commentators have different opinions.) Serena wore some dress pants and a nice/dressy swear, not some Hillary looking PantSuit(TM), no “hands in the pocket” while speaking. Her appearance is very professional, I’d say her demeanor is closest to that of Strict Mom.
Peter Doyle – Councilman from Atlantic Highlands – Peter has a long resume in the military, and I thank him as I thank all veterans for their service. He is a West Point grad and a BigWig of some sort at Moodys, the credit rating people. He touts his financial sector career and knowledge and ability to pick apart financial data and give recommendations/take action. Peter wore a nice suit, buttoned correctly, no “hands in the pocket”, in fact, you might think of the (and my apologies to Tom DeSeno) stereotypical Italian hand moving while speaking. He looks and sounds very professional however, as a pocket protector wearing computer nerd myself, dare I say Peter looks a bit nerdy. I’d say his demeanor is closest to that of the over-excited high-school physics teacher who does the same experiment year after year but gives an appearance of excitement every time.
Ryan Green – Committeeman from Manalapan – Ryan is a social worker in a school. He is relatively new to the scene but his passion and care was evident. Truthfully, I didn’t get, or remember, much more, but it may not be Ryan’s fault, I’m easily distracted and have a poor memory. Ryan also wore a suit, not buttoned and also not a “hands in the pocket” guy. Ryan appears to be younger guy of the bunch, seems to be a real go-getter type. I’d say his demeanor might be closest to the “its all business” accountant at tax time.
Bob Walsh – Howell Mayor – Bob describes himself a self-educated kid who grew up in a poor family, on the mean streets of Manalapan (after his mother moved him there from Jersey city at a young age). Bob speaks loud and might be fit for a role in an HBO series that Tom DeSeno wouldn’t approve of. (why am I picking on Tom?? I like you Tom, I’m sorry.) Bob started a Mortgage Broker business in the 90s, enjoyed the boom and has so far survived the bust, which says something positive. Bob gives his family story – wife, 3 kids — 2 girls in college and an autistic son in a “special place”. Bob’s personal story is one of overcoming the difficulties of life, he is/was the only candidate to offer details of his personal life story. Bob wore a suit, unbuttoned, and never took off his jacket/scarf; I thought he was going to jet early a few times as he looked ready to run. Bob will crack a joke and out-loud others to steal the show — I suspect a union boss won’t out-loud Bob. His demeanor is probably closest to, well you know, I don’t need to make Tom DeSeno even more mad by offering some questionably accurate Italian stereotype here. 🙂
Then came questions. Christine Hanlon was kind enough to give me the first crack, and I came prepared. My question was pretty straight forward: Explain the cost of public workers in your town, specifically, the cost of your police officers and why these salaries are acceptable when the average HOUSEHOLD (combined) income in Monmouth County is $80K/yr, and what you’ve done to address the cost of government. The numbers are these and I provided/quoted these numbers to each candidate (except for Peter who seemed to know the numbers off of the top of his head):

Serena answered first as in her opening presentation she noted that she had worked to address police contracts/costs – what a great tie in. In her town, 40 of the top 100 (base salary) employees are police. 18 of them make over $100K/yr. The top officer making $154K and the average being $100K. Serena notes these salaries are less than ideal, she gets it. She also claims to have worked hard to lower those salaries where possible and says her town doesn’t contribute to healthcare plans and some other benefits for officer. She also (rightly) notes that should they press too hard and go to arbitration, they’d likely lose their battle in this state. She also spoke of the 2% property tax cap and how it helps/helped in negotiations.
Bob answered next. In his town the numbers are 74 police officers are in the top 100 earners, 54 are paid over $100K, the top earning a whopping $176K, nearly double the average HOUSEHOLD income, and the average being $113K/yr. Bob claims to have taken on his local police, and all local public workers, by furloughing them for 18 days. He also noted some officers were laid off/not rehired after leaving, I think he said some were demoted but I may be mistaken in my poor memory, another forum attendee may fill this in. I was able to verify the furlough, maybe a Howell local can verify the lay-offs; Bob says he went from ~280 workers to about 220 over the past few years. Bob seems to have (tried to) take on the unions, but with numbers like the ones I see, I’m not sure how successful he really was, in fairness, if what he says is true, then those numbers must have been even more painful before. Bob also “gets it” when it comes to how outrageous the wages and benefits are, like Serena, I’m not sure how successful our part-time/volunteer municipal officials can really be against professional union negotiators.
Peter answered next. In his town, the numbers are 14 of the top about 70 (they don’t have 100 employees there!) are police officers. Only 5 police officers make over $100K and the top earner makes $137K, the average is “only” $85K, close to the county household average at least. Number wise his town looks best, but in fairness to others, he is in the smallest town. In my opinion, Peter gave the least impressive response, but his honestly is noteworthy. Peter’s immediate reaction/response was essentially “we, the people of Atlantic Highlands, chose to have a safe community and that comes at a cost we accept”. Ouch. Peter seemed to defend the salaries/benefits as necessary in order to maintain and uphold the law. In my humble opinion, I fear that Peter deals with such large numbers on a daily basis in his work at Moodys that maybe $140K/yr or $176K/yr doesn’t seem like a “big number” to him. I don’t think Peter sees the cost of individual government workers as the problem I think it is, maybe you agree with Peter, maybe for once you agree with me.
Ryan answered last. In his town, the numbers are 57 of the top 100 income earners are police, 30 officers make over $100K/yr with the top earner at $154K/yr and the average at $93K. Oddly enough, Ryan couldn’t go into too many details because it sounds like he is TheMan right now doing the negotiations in Manalapan. He seemed to indicate we may read about him in the APP for his bold efforts, I’d be curious to see/hear the details – I think it could be a huge draw for Ryan if he’s really make a drastic impact, and gets it done before the 14th. Ryan, despite working in a school, seems to also “get it” that public worker costs are too high. One thing I noted is that Ryan relied heavy on talking about shared services and how they would/could/should save money — but if the county worker pay isn’t reduced, then adding more county workers just means a larger county budget.
There was a question/statement made about the need for photo IDs for voters due to vote fraud in Asbury. The hard-liners might be mad at me, and the ACLU too, but part of me really agrees with her and the need for a photo ID to vote — I can’t even buy Spray Paint at Home Depot without a photo ID, or get a cell phone, or buy a beer or pack of cigs – seeing as voting is more important than all of those things — it makes sense to me, but I’m like a liberal or something now, you got it, so mind me.
There was a question asking what two items you’d really like to get done/what you’d focus on. It was the usual stock answers — cut spending, lower taxes, the nursing home program, etc. I don’t know that I recall hearing “address the waste at Brookdale”, “put Fort Monmouth to good use”, etc. For me the answers were non-spectacular/non-memorable. Maybe another event goer can help out here if they heard something noteworthy/memorable.
Then came the BEST question, by far, in my opinion, from Ocean Twp Club President and Committee Vice Chair Joe Hadden. His point/question was simple and, again, great. 4 years ago in 2008, Obama was at the top of the ticket and John Curley lost because of the top of the ticket — how are you the candidate going to raise the money, get your name and message out and compete with Obama?
Serena noted her connections to Meridian and it’s size/potential donor base. She also noted she’s a chair(?) of Bayshore Hospital and seemed VERY confident that she could raise a lot of money from “outside of the usual” sources. She also claims to have about 5000 doors in Holmdel and she claims to have knocked on those doors 5-6 times over the past few years. Sh did a great job giving the impression that she has the ground game, and the money, to run a good campaign.
Ryan implied “I know people” and “I’ve been elected a few times”. There were no specifics on exactly who and how he’d get the job done. As one of the younger guys, I’d have to guess he has more energy to go — and as a school worker, I assume he has at least the summer off to knock on doors.
Bob also implied “I know people” and noted he raised a lot of money for his mayor runs and spent a lot of his own money too. Bob, having run as an independent, must know how to organize and run a ground game, or pick the right people to help him — having run as an independent, his “team-work” ability to run with Curley, and then Arnone, is worth questioning in my opinion.
Peter essentially said “I have my team picked and ready to go on the 15th to win” He assures all Republicans win top to bottom in November. Again, no exact information who/how he’ll get it done, but he has confidence. I have to think via Moodys, he likely has some good potential donors.
There was also a question about Agenda 21. As expected, no Republican supports it or any other measure against private property rights.
Short on time — Christine then let me get a second question in — I noted that Freeholder Clifton is now Assemblyman Clifton and Freeholder Christie is now Governor — so seeing as this office may be a stepping stone to higher office — do you care to make a statement about your views on 2A rights, abortion and Gay Marriage. Christine cut me off, because of time constraints, and asked me to pick one issue. None of the candidates are NRA members, all claim to support 2A rights. Bob Walsh says he’s coming to the shooting range with me one of these days — win or lose – I’m going to hold him to it, and if any other Republicans want to take a trip to the range, let me know/be my guest.
Getting to a conclusion — here are my Random Thoughts of the “problems” (as I see them) with each candidate:
Walsh’s problem, is mainly that he comes off as a bit of clown at times which I think turns people off easily at first glance and is an easy item to attack him on. When he tries to come across as a softy, he slows down his speech, looks down, it just seems phony at times. I also need more information on his actions over public workers as his town has the worst/highest police pay numbers, by far. Did he really do the things he claims and did any of things really stick/make a difference? The effort (if accurate) is note worthy regardless.
Serena’s problem, is that she allowed Walsh, multiple times, to overshadow her/interrupt her. She needs to be able to demonstrate that she can debate/argue her points with public workers who abuse the taxpayers and the system as a whole as well as battle Democrats come November — and not just have others talk louder/longer over her, taking on Bob would be good proof of an ability to take on those evil Ds. Other than that, I think she’d do just fine, and far better that say a Democrat like 33 and retired for life on the public dime after 4 short years of “work” State Police officer Bill Shey’s… not that I’m bitter/angry/jealous or anything that I (hopefully) have 40+ years of work left until I drop dead….
Doyle is out for me personally. He seems like a really smart, nice guy, who deals with large numbers on a daily basis. I don’t think he views or understands that $180K (base) for a police officer or $220K for a corrections officer is a high salary in a county where household (combined) average is $80K. He might be a financial wiz, but it’s the smaller costs that need to be addressed IMHO. Simple dopes like me think $180K/yr is a lot of money, I’m not convinced Peter finds $180K/yr to be “a large number”. And I understand that saying “you’re taking a 50% pay cut!” to a corrections officer is much easier said than done, but I do think any one of the others would at least THINK the numbers are absurd (Bob may say it); it doesn’t seem like cutting pay would cross Peter’s mind as he doesn’t seem to think $180K is a problem that needs to be addressed. I’d certainly appreciate being proven wrong here, and his town has numbers on his side, but his response seemed troubling to me, or maybe I mis-understood and another forum goer could give their impressions/understanding.
Green’s problem is also a personality issue, as well as that he is a public worker himself (social worker in a school). I don’t know how well he’d fit in with the other members of the board and that he is a beneficiary of the public employment system seems to imply that he isn’t likely to advocate for a paycut for himself/his fellow public workers, I could be wrong. Again, he gives the usual line “lets cut the nursing home!” but that’s an easy/obvious one, does he have the courage and ability to take on the bigger issues — the trustees at Brookdale, the Corrections officers, Judges? I think with more self-confidence in his delivery/approach, and if he can pull out a win over the PBA/public salaries in his town, he’d have a real strong run, unfortunately, I don’t know that the details of his work against public worker pay will be available/on his side before the 14th.
Of course, this is all just my opinion, my *quick* little notes after a lot of research and a few hours of listening. To answer your question, if I had to vote today, I might vote Bob Walsh while thinking “maybe I should have voted Serena” but today this is the best I could do. Since I don’t have to vote until the 14th, maybe I’ll see Serena again and she’ll really stand out and not allow herself to be overshadowed, and she would win me over, because she has a certain appeal/personality that I think fits in well/best on the board, as long as she can also stand alone. Or perhaps by the 14th, Ryan Green will have cut his public worker pay in half in which case there is no contest, he gets my vote, and i’ll donate significantly to campaign immediately.
The caveat to all of this — Bob and Serena each have a few people backing them who I really like and whose opinions I really trust and value. It’s a testament to the great candidates and deep bench we have to choose from when good, hard working, like-minded Republicans, who really stand for the right things every time, are supporting different candidates. I really respect the input and opinions of these few key people, one side or the other is going to be disappointed, but in the end, I’m going to make my choice based on the little things I see and hear — and I offer all of this as something for you to consider, not to tell you who to vote for.
And as a final note, as a private sector guy who is fortunate to be able to decide who is hired and who is fired from his own staff, (ie: if I don’t think you’ll fit in, I don’t hire you) — I have to say, as always, that John, Tom, Gary and Lillian’s opinion of who THEY want to work with and who would work best with them is paramount. It helps none of us to force them to work with someone they don’t think they will like or be able to work with. Equally important, love him or be on the fence about him (because I don’t think anyone should hate him) Chairman Oxley’s opinion is valuable and important to consider as the Chairman is constantly working in this county and state and has eyes and ears all over with a great understanding of the people and issues.
In either case, don’t take my word for it — get to the Monmouth County Affiliated Republican Club’s event on the 13th (http://www.monmouthrepublican.org/calendar.asp#a511), meet the candidates, chew their ears off (not literally or they won’t be able to listen to our complaints later) and then make a smart, informed decision based on your own issues and concerns in Colt’s Neck on the 14th..

Governor Chris Christie signed legislation to designed to revitalize Atlantic City. The Oceanport Task Force on Monmouth Park stepped up its efforts to save New Jersey’s horse racing industry.
Live Action Video released a tape of a Perth Amboy Planned Parenthood office manager coaching an actor posing as a pimp how to “beat the system” set up to protect underage sex trafficking victims. Media Matters for America, a liberal media watchdog, called the video a hoax and defended Planned Parenthood for alerting the FBI about a potential multistate sex trafficking ring. Amy Woodruff, the Planned Parenthood office manager, was fired. Frank Pallone was silent on the matter. The Asbury Park Press issued an inaccurate editorial defending Planned Parenthood.
The U.S. Census Bureau released the results of the 2010 census. New Jersey lost a congressional district. Hispanics became the state’s largest minority group. New Jersey’s population shifted from the north to the southern and central regions of the state.
New Jersey’s newpaper industry appealed to Trenton Democrats to maintain their corporate welfare in the form of “legal advertising.”
Congressman Christopher Lee, (R-Buffalo, NY) resigned three hours after gawker.com published shirtless photos of him that he had sent to a woman seeking a date via craigslist.
By-laws, and the lack thereof, for the Monmouth GOP became a hot topic for a week or two.
Red Bank Councilman Ed Zipprich likened Congressman Chris Smith and American Catholics opposed to abortion to the Arizona shooter.
Freeholder Deputy Director John Curley called for a public review of Brookdale Community College’s budget and spending after learning of expensive country club memberships and a housing allowance for college President Dr. Peter Burnham. Burnham had drafted a budget that called for a 8.2% tuition increase and blamed the need for the increase on the Freeholder Board reducing the county subsidy for the college.
Red Bank Councilman Michael Dupont and Shrewsbury attorney Brian Nelson fought over the Sayreville Borough Attorney’s job.
The Republican Association of Princeton was reconstituted as The Lincoln Club of New Jersey under the leadership of Scott Sipprelle.
Manalapan Mayor Andrew Lucas, Wall Committeeman George Newberry and Spring Lake Councilman Gary Rich launched their campaigns for the GOP nomination for Freeholder.

A strong argument could be made that the path to becoming a Monmouth County Freeholder goes through Red Bank realtor Jim Giannell’s office.
Since 2005 when he backed Colts Neck Mayor Lillian Burry, Giannell has picked every non-incumbent Freeholder nominee except two. One exception was Marlboro Councilman Jeff Cantor who replaced Freeholder Anna Little, a Giannell pick, on the ticket in 2007. Cantor lost a close election to Democrat John D’Amico and then left the Republican party for Jon Hornick’s Democratic organization in Marlboro. The other exception is John Curley. Curley was Giannell’s pick over Serena DiMaso in 2008. Curley narrowly lost to Amy Mallet in the Obama landslide. In 2009 Giannell backed Kim Spatola, a former Atlantic Highlands councilwoman over Curley. Curley prevailed at Joe Oxley’s first candidate selection screening and went on to defeat Sean Byrnes of Middletown in the 2009 Christie landslide in Monmouth.
With the election of Gary Rich earlier this month, 3.5, counting Curley, of five Freeholders owe their offices to Jim Giannell. If the former Red Bank municipal chairman’s pick in the current race to replace Assemblyman-elect Rob Clifton, Howell Mayor Bob Walsh, is elected on January 14, Giannell will have picked all five members of the board.
While the Freeholders may owe their careers to Giannell, there is little, if any, evidence that he is a boss, in the classic New Jersey sense of the word. Once they take office, the Freeholders go their own way. Burry is supporting Anne Marie Conte over Walsh in the current race. Curley and Tom Arnone are staying out of the race for now.
Here is a list of Giannell’s picks for non-incumbent Freeholders since 2005:
2005: Lillian Burry. Burry ran with incumbent Bill Barham. Barham was elected at a Republican convention earlier in 2005 to replace long time Freeholder Director Harry Larrison. Even in the wake of the Operation Bid Rig scandal which tarnished the Republican brand, Barham and Burry defeated Democrats Barbara McMorrow and Rebecca Aaronson and Independent Brian Unger. The Republican victory was in large measure do to the Asbury Park Press’s call for voters to bullet vote for Unger. Back then the APP’s endorsement still had influence. Unger garnered over 18,000 votes. Burry’s margin of victory over McMorrow was only 1,792 votes.
2006: Anna Little and Andrew Lucas. Little was elected, by one vote, over Howell Mayor Joe DiBella at a convention to replace Amy Handlin who had been elected to the Assembly. Giannell managed Little’s campaign and her floor fight at the convention. A month later at a contentious multiple ballot nominating convention, Giannell and candidate Terrence Wall threw their support to Lucas in an anti-establishment move against DiBella and then Chairman Fred Neimann. Little went on to win the rest of Handlin’s unexpired term in the general election. Lucas lost to Barbara McMorrow.
2007: Giannell did not have a candidate. Little, his successful pick in 2006, spent a contentious year battling with Chairman Puharic and Freeholder Director Barham. Little declined to seek the nomination rather than submit to Puharic’s rules for screening and the convention. Cantor was selected to join incumbent Rob Clifton on the ticket. Clifton won. Cantor lost to Democrat John D’Amico.
2008: John Curley was Giannell’s pick over Serena DiMaso who had the backing of Chairman Adam Puharic. Burry was Curley’s running mate. In a photo finish election dominated by Obamamania, Burry prevailed and Curley lost to Amy Mallet on the count of provisional ballots. Democrats took control of the Freeholder Board for the first time in 20 years.
2009: Giannell backed Chairman Joe Oxley in supporting Atlantic Highlands former Councilwoman Kim Spatola over Curley. McMorrow was up for reelection and was considered a lock to be reelected. Nominating a woman, given the pro woman gender gap demonstrated by Burry and Mallet’s 2008 victories was considered the only hope of defeating McMorrow. Just before the nominating meetings for both parties, McMorrow announced she would not seek another term. Curley won a roll call vote at Oxley’s first screening selection. The Democrats scrambled to find a candidate to replace McMorrow, settling on Byrnes from Middletown over Mike Beson of Neptune Township. Curley defeated Byrnes and Republicans won back control of the Board.
2010: Giannell’s pick, Tom Arnone, narrowly defeated former Middltown Committeeman Tom Wilkens and Spring Lake Councilman Gary Rich. Arnone and incumbent Rob Clifton went on to defeat D’Amico and Spring Lake Councilwoman Janice Venables.
2011: Giannell backed Rich over Manalapan Mayor Andrew Lucas, who had Burry’s support, Walsh, and Wall Township Committeeman George Newberry. Rich won the nomination with 25 votes in the screening committee. Lucas has 23 votes and Newberry 22. Walsh withdrew before the polling. Rich and incumbent Burry went on the defeat Mallet and newcomer William Shea earlier this month.
2012? Monmouth County Republicans have not had a nominating convention of all county committee members since 2008. It remains to be seen if Giannell can pull off another close race. Don’t bet the house against Bob Walsh.

Tom Arnone Will Be Deputy Director
Freeholder John Curley will be elected Director of the Board by his colleagues when the Monmouth County Board of Freeholder reorganizes in January, MMM has learned. Freeholder Tom Arone will be elected Deputy Director.
Curley said he will use the opportunity to continue his work to reduce the size and cost of county government. He said he was concerned about the amount of surplus used to hold the line on property taxes in the current fiscal year. He sees savings coming from using more part time employees and outsourcing government functions where possible. Curley said he hopes the county is able to sell the nursing homes it owns.
Arone sees the continued expansion of shared services as an opportunity to reduce costs for municipal governments while enhancing revenue for the county.
Freeholder Lillian Burry who has served two terms as director and broke the glass ceiling when she become the first female director said Curley would do a good job in the post. Burry was elected to her third term on the Freeholder Board earlier this month. She said her focus will be on the projects she has been working on, notably, the redevelopment of Fort Monmouth and the park system.
Curley, Arone and Burry are each taking a strong interest in the race to fill Assemblyman-elect Rob Clifton’s seat on the board. The new Freeholder will be running with Curley in the 2012 general election and with Arone and Sheriff Shaun Golden in the 2013 election, assuming a 2012 victory.
Neither Curley or Arnone expressed a preference for any of the announced candidates, noting that the field may not be set.
Burry recruited Wall Township Mayor Anne Marie Conte into the race and is supporting her for the post.
Curley said he expected a strong challenge from the Monmouth County Democrats in 2012, mentioning Belmar Mayor Matt Doherty and Freeholder Amy Mallet, who lost her reelection bid earlier this month, as possible challengers.

Holmdel Deputy Mayor told MMM that she intends to inform GOP Chairman Joe Oxley that she will be a candidate for Rob Clifton’s seat on the Monmouth County Freeholder Board this week.
DiMaso said she has garnered the support of many Monmouth County Republican leaders, including Lt. Governor Kim Guadagno, and that she is 100% committed to becoming a Freeholder in this, her third attempt at seeking the office.
DiMaso lost the 2005 nomination to Lillian Burry and the 2008 nomination to John Curley. She said she is excited about the prospect of being Curley’s running mate in November and hopes to have his support at the January 14th Monmouth GOP convention which will elect Clifton’s successor. Clifton, the current Freeholder Director, is vacating his seat in order to be sworn into the State Assembly, which he was elected to on November 8.

In what is sure to be an interesting undercurrent of the race to fill the vacancy, DiMaso says she has the support of Howell Municipal Chairman John Costigan. Howell Mayor Bob Walsh, who has won his races in Howell as an Independent, is the other declared candidate in the Freeholder race. Walsh sought the nomination in 2011, losing to now Freeholder-elect Gary Rich.

The Highlands Business Partnership was joined by the Mayor and Council, Senators Joe Kyrillos and Jennifer Beck, Assemblywomen Mary Pat Angelini and Amy Handlin, Freeholders John Curly and Amy Mallet and about 200 members of the community to celebrate the completion of the new bridge that spans the Shrewsbury River between Highlands and Sea Bright with a ceremonial ribbon cutting.
During the ceremony, the Bayshore Marine Task Force, a cooperative of Bayshore area first responders who provide marine emergency services, provided a water display with their equipment.
The ceremony was followed by a two hour cruise on the river and Sandy Hook Bay hosted by SeaStreak and catered by Highlands restaurants.
Mayor Frank Nolan declared, “Highlands is open for business!” Nolan noted that business in Highlands, home to 22 restaurants within one square mile, was off 40% during the three summer seasons that were impacted by the demolition of the 75 year old drawbridge and the construction of the new 65 foot high fixed-span structure.

Senator Joe Kyrillos read a letter from Governor Chris Christie which said in part, “today’s event effectively kicks off the first summer season at the Jersey Shore that vacationers and day trippers will be able to use it (the new bridge). I join with the legislators and community leaders present today in applauding the New Jersey Department of Transportation for completing this project on-time and under-budget. The bridge has made it easier for people to experience what Sandy Hook has to offer, including all of its small businesses that make vital contributions to our State’s rich economy.”
Jay Cosgrove, Vice President of the Business Partnership and an owner of Bahrs Landing expressed the gratitude of the business owners to their loyal customers who battled difficult traffic conditions to quick the establishments afloat during the bridge construction.

Kyrillos said, “This bridge is of incredible importance to the residents of Monmouth County, as well as the many tourists and visitors from which our regional economy benefits,” Senator Kyrillos said. “The old, moveable bridge spanning the Shrewsbury River was in the poorest condition of all moveable bridges in New Jersey. We are fortunate to replace this critical infrastructure. It is a beautiful bridge and more important it is safe and secure and will be of service for generations to come.”
Senator Jennifer Beck said, “We’ve been watching the progress of the construction of the new Highlands Bridge over more than two years,” said Beck, “and it is exciting to see it concluded just in time for the summer beach season, when thousands of people, from New Jersey and beyond, come to visit the shore. Also, as a sponsor of legislation that would name this span in honor of my friend and mentor Captain Joseph Azzolina, which has already passed the State Senate, I have a personal connection to this bridge, and I look forward to seeing the legislation pass the Assembly.”
Beck asked those present to call Assembly Speaker Sheila Oliver and ask her to post the bill naming the bridge for Azzolina for a vote.

Peter Burnham resigned the presidency of Brookdale Community College yesterday in a defiant letter to the college board of trustees that touted his accomplishments. His said his resignation should not be construed as an admission of wrong doing, according to a report in the Asbury Park Press. Burnham said he was confident that his good reputation would be preserved.
Freeholder Lillian Burry blasted Burnham with the strongest language that any official has yet to use to condemn the disgraced college president’s excessive compensation and spending irregularities:
“He disgraced himself in the eyes of his students, in the eyes of his peers, in the eyes of everyone who believed in his vision for Brookdale and every Monmouth County taxpayer,” Burry said. “He has to be held accountable for his actions.”
Burry also backed off her previous support of the college board.
“They did allow this to happen,” she said. “They created the environment that allowed Peter Burnham to become untouchable. Everyone believed in what he was doing and there was no oversight.”
Freeholder Deputy Director John Curley called upon the Board of Trustees to resign, saying that they are policing themselves which is unacceptable. Freeholder Director Rob Clifton said that he expected that board members would voluntarily resign.
Across the aisle, Democratic Freeholder Amy Mallet was relatively quiet with the APP, deferring to her potential running mate, former Middletown Committeeman Sean Byrnes who ran for Freeholder against Curley in 2009.
The apparent lack of fiscal oversight at Brookdale is probably not unique to the college, Byrnes said Tuesday.
“Hopefully, the county will take this example and, perhaps, consider doing audits and investigations into some of the (other) boards they have ? library, parks,” he said.
Burry met with approximately 45 members of the Bayshore Tea Party Group last evening where she was very well received. Charles Measley, a GOP county committee member from Rumson and active BTPG member who attends Brookdale was particularly pleased with Burry. “I went into the meeting thinking Burry was a RINO, but came away impressed by how conservative she really is,” Measley said, “regarding Brookdale, she told us of Burnham’s departure and assured us that there would be additional house cleaning.”
Barbara Gonzalez, BTPG founder, said that Burry was extremely impressive and that some of the group’s members thought she should run for higher office.

The controversy over Brookdale Community College President Peter Burnham’s compensation and spending habits has given Democratic Freeholder Amy Mallet an issue to run on in her reelection bid. Mallet has picked up the ball and run with it.
The Brookdale issue should be a positive for Republicans. Republican Freeholder John Curley first identified and raised the issue which led to Burnham’s suspension last week. But while Mallet has gotten out front with the issue by calling for college chairman Howard Birdsall’s resignation and calling for term limits for Brookdale trustees, Republican Freeholder Lillian Burry, who is also up for reelection this year, has been far less aggressive.
Mallet has made headlines, here, here and here calling for Birdsall’s resignation and greater oversight of the Brookdale board, while Burry has been supportive of the board.
Burry told the Asbury Park Press, “At this point they (the Brookdale trustees) need our support,” Burry said, adding that the board of trustees moved swiftly to address the situation.
Seriously Lillian? They should have moved swiftly. But how long has this been going on? Where else in county government is excessive spending going on? The Library? The Park System? Nursing homes? The vocational school system?
The Brookdale trustees should be supported in this difficult time….by their friends and families….not by a Freeholder who is charged by the taxpayers with overseeing government operations and making sure our dollars are spent prudently.
Burry needs to decide who she is; friend or Freeholder. If she’s a friend, she needs to get out of the way and let someone else take her spot on the GOP ticket this year. If she is a Freeholder, she needs to step up her game. Over the last couple of weeks Burry gave Mallet’s career new life and Mallet is making the most of it.
Prior to the Brookdale scandal, few political observers gave Mallet much of a chance at reelection. Now she is in the game. This could lead to stronger Democrats stepping up to run for county and legislative office. It could make it easier for the Democrats to raise money. It could make what was looking to be a boring Republican rout this year become a competive election season.

Brookdale College President Peter Burnham has been suspended without pay due to a review of expenses that “revealed significant expenses and reimbursements associated with the President’s Office budget that may not be directly connected to Brookdale or are contrary to Brookdale’s adopted policies governing travel, mileage, and other reimbursable expenses,” according to a news release posted on the college’s website.
Dr. William Toms, PhD, a retired State Police investigator, has been appointed Acting President of the community college.
Additionally, the Board of Trustees hire an independent auditor to investigate all expenditures made from the President’s Office budget, including all expenses and reimbursements. The audit is due by the end of March and will cost no more than $12,500.
“We are conducting a comprehensive audit of the President’s Office and will release to the public the findings as soon as we can. This is a public institution and everyone from our Freeholders to our faculty to our taxpayers deserve answers,” said Howard Birdsall, Chairman of Brookdale’s Board of Trustees.
“Our highest obligation is to the truth and Dr. Toms is going to lead a very open and transparent process that gets us the answers we need. If something happened that shouldn’t have happened, we want to know what it was, how it happened, and how to prevent it from happening again. Dr. Toms has built an outstanding record of achievement during his career and has the perfect skill set to lead Brookdale through the challenges we face,” said Birdsall.

Community college is seeking an 8.2 percent tuition increase
FREEHOLD, NJ – Freeholder Deputy Director John P. Curley today called for a public review of Brookdale Community College’s 2011-12 budget after learning about expensive memberships and a housing allowance for college President Peter F. Burnham.
“While I am appalled at the contract Dr. Burnham was given, I can’t help but wonder what other extravagances are in that budget,” said Curley, liaison to Brookdale. “It’s time we go through Brookdale’s budget line by line to see not just what the president is spending, but the other departments as well. A good hard look at waste in all public colleges and universities is long overdue.”
Last week, Brookdale’s Board of Trustees approved a $99,166,064 budget that contains an 8.2 percent tuition increase. Burnham blamed the need for the increase on a Board of Chosen Freeholders’ decision to reduce funding to Brookdale this year by $6 million. The freeholders had understood that Brookdale would be able to achieve the cut without resorting to a tuition increase.
Brookdale operates on a fiscal-year. Its budget, for 2011-12, must be approved by the freeholders when the Board of School Estimate meets sometime in March.
Burnham receives an annual salary of $216,000, but is allotted another $39,000 for annual memberships, an $18,000 housing allowance and a $27,000 vehicle.
“I will be voting no on Brookdale’s budget if it contains a tuition increase,” said Curley, who sits on the Brookdale Board of School Estimate. “It is offensive to me that Dr. Burnham is seeking a tuition increase or more county funding when taxpayers are subsidizing his housing costs and private club memberships. I don’t know how he can look students in the eyes and ask for more money.”
Curley noted that the freeholders are trying to get the county budget down to a point where there will be no tax increase this year. The county budget is separate from Brookdale’s budget.
“Freeholders and staff have been squeezing savings out of budgets in each of the last three years, and we are always looking for new revenue sources or alternate methods of paying for county services,” Curley said. “Brookdale, however, has chosen to raise tuition and blame the county for cutting its funding when the college is sitting on $13.8 million in surplus. It’s disgraceful.”
