Seantor Declan O’Scanlon announced this morning that he plans to introduce legislation that would make aggravated animal abuse a second or third degree crime, depending on the severity of the offense.
Second degree crime convictions carry sentences of 5-10 years in state prison and fines of up to $150,000. Third degree crime convictions do not carry the presumption of incarceration but can carry sentences of 3-5 in state prison and fines up to $15,000.
Senator O’Scanlon said his legislation is spurred by recent reports of animal abuse in Monmouth and Ocean Counties. Last month Aaron Davis of Long Branch was arrested and accused of leaving a caged pit bull to die on the banks for the Shrewsbury River in Highlands. Davis was charged with a third degree crime, which does not presume incarceration, though he is in the custody of the Monmouth County Correctional Institution pending trial. Congressman Chris Smith, Chairman of the House Foreign Affairs’ Subcommittee on Global Health, will hold a hearing on China’s role in the manufacturing and distribution of fentanyl, the synthetic opioid that is killing thousands of American citizens, on Thursday, September 6, 2 p.m., in the Rayburn House Office Building. The hearing will be streamed live from the Committee’s website.
Smith announced the hearing during his remarks at Robbinville’s International Overdose Awareness Day last week.

A Freehold Township Police Officer and a motorcyclist were transported to the Jersey Shore University Medical Center in Neptune on Sunday afternoon following a collision at the intersection of Kozloski Road and County Road 537, according to an announcement by the Monmouth County Prosecutor’s Office.

Monmouth County Freeholder Deputy Director Lillian Burry said that she is one of the many people who have been abused by disgraced Freeholder John P. Curley. “Don’t lose sight of that Freeholder Curley has a history of abusing people, individually and collectively,” Burry said during a meeting of the Board last week.
Burry said that she was personally threatened by Freeholder Curley during a closed meeting in 2013. “With pointed fingers he said, ‘I will get you,’ I mean it was really unnerving and everybody sitting there could feel that way.”

Jake Shirley and Bailey Crochet
Deal Lifeguards Bailey Crochet and Jake Shirley rescued four boaters on Sunday afternoon, after a catamaran capsized off the Deal Casino beach, according to an announcement by the Interlaken Police Department.
Deal Officers were dispatched to the Casino beach at 2:45 p.m. where they witnessed Crochet and Shirley rowing out to the Hobie Cat in a lifeguard boat in the face of 25-30 mph southwest winds.

If you voted by mail in the 2016 presidential election, you won’t be able cast your ballot in the voting booth/machine this year, unless you write your County Clerk to opt out of receiving a vote by mail ballot. Pay attention to your mail. If you voted by mail in 2016, you will receive a Mail-In-Ballot this year too, due to a new law signed by Governor Murphy this month.
Monmouth County Clerk Christine Giordano Hanlon announced changes to the vote by mail procedures in a press release on Friday afternoon.
“A new law signed by Governor Phil Murphy in August dramatically changed the Vote by Mail rules in New Jersey. These changes are effective immediately and will impact the November General Election,” Hanlon said.
