Balancing compassion and fiscal restraint

Burry-Lillian-079In a county as large and diverse as Monmouth County new issues arise for the Freeholders on almost a daily basis.  Fortunately, most also come with a very clear and simple resolution as well and so are dealt with almost as quickly as they come.  Then there are a few issues that are not that simple.  These tend to be ones that place two or more fundamental commitments of government in conflict with one another.  Determining the future of our care centers is just such a complex issue.

Good governments mirror the values of the societies that establish them.  Compassion for the most vulnerable among us is a fundamental value of our society.  From their origins as tuberculosis hospitals through their evolution as nursing homes into more sophisticated care centers our two facilities have met this moral obligation in Monmouth County.

DiMaso: Don’t be fooled by silly season rhetoric

Serena DiMasoThis year’s election season doesn’t carry with it the big ticket names for President or even Governor, but in Monmouth County and Holmdel it certainly does.  Freeholder Director Lillian Burry and Deputy Director Gary Rich have worked diligently for the residents of our county.  In Holmdel, our Mayor Pat Impreveduto and Committeeman Greg Buontempo mirror that work ethic and continue to deliver the best quality of life for our beautiful community.

 

Any one who knows me, knows how often I tell the story of why I chose Holmdel and Monmouth County. BUT,  in case you haven’t heard, here’s the short version, we wanted a place we could raise our children and they could raise their children. We wanted a community that boasted the best school systems, park systems and quality of life in all of New Jersey.  We found it.  It’s all right here in Holmdel Township, Monmouth County. Why?  Because of the leadership of the Monmouth County Board of Freeholders and the Holmdel Township Committee.

A Case For Keeping The John L. Montgomery Care Center County Owned

JLMI am writing this letter in response to the countless articles written by the Asbury Park Press, their editorials, the treatment of Monmouth County Employees and the family Members of the Monmouth County Care Centers.  I am an 18 years employee of Monmouth County and I work at the John L. Montgomery Care Center in Freehold, NJ.  We are a long term Care facility that takes care of Monmouth County’s most vulnerable young citizens. There are 62 residents under the age of 59.  Currently, our youngest resident is just 17 years old.  I mention the age of our population because several of your articles have pointed out how many empty Medicaid beds are available in other private Monmouth County Nursing Homes that our residents could easily be transferred to, should Freeholder Curley succeed in Closing, Selling, or Privatizing the John L. Montgomery Care Center.  These “typical” other private nursing homes are perfectly fine for your average geriatric residents but are not suitable alternatives for residents of John L. Montgomery.  Our residents are in their teens, twenties, thirties, and forties, who are not grandparents or your elderly parents but they are your children, your brothers, and your sisters…  They are not looking to reflect on their lives but looking to live their lives to the fullest with the possibility of new experiences, friendships, and futures.  That is what Monmouth County provides its citizens with at the 5 Star Rated John L. Montgomery Care Center.

A Teachable Moment

Editor’s note:  Freeholder Director Lillian Burry submitted this column back in February. In light of the recent “push polling” negative campaign tactic on the part of the Monmouth County Democrats and what looks to be an ugly seven weeks coming before election day, we thought it might be a good idea to run her column again.

When Vin Gopal launched his latest attack, I heard from friends with two different types of advice.  Some said I should fight back immediately because silence would suggest I had no defense.  Others said I should do nothing because to respond to bullying would make me just look defensive.  I thanked them all for their kind thoughts but told them all the same thing.  I see this as a teachable moment to be shared with everyone who may be thinking of someday entering public life.

You may see public office as I do – a way of giving back to society and being thankful for the success you’ve had in your professional life.  In an ideal democracy opponents would challenge you by putting forth a competing vision of the future they would work for and offer up their record of accomplishments so people could judge whether or not they had as good a record as yours when it comes to getting things done.  Unfortunately, that’s not how our democracy has evolved.

The hardest thing about being in politics is the politics. Truthfully, it’s not something I have much of a tolerance for. I’m an ideas man. I see a problem and I want to fix it. I like logic and honesty, which may sound like an odd thing to have to say, but you’d be surprised how many people these days seem to lack both completely or just don’t have the time for them. What I don’t have time for is games—they serve no one and they have no place in serving the public.

People today are looking for real leadership—maybe in part because it seems to be so sorely lacking from so many politicians or would-be politicians at all levels of our government. The people we serve need substance. Not empty accusations. Not grandstanding for the sake of show. Not whining about problems without offering solutions. And not making up facts when the mood strikes.

The truth is, in Monmouth County we’re providing that leadership. We’re making the tough decisions. We’re partnering with our municipalities to fix problems. And we’re getting things done.

NEPTUNE, NJ – Chief of the U.S. State Department’s Passport Office, Brenda Sprague, toured the Monmouth County Connection yesterday with County Clerk M. Claire French and the Board of Chosen Freeholders.

“It is an honor for the Monmouth County Connection to be recognized by the U.S. Department of State as a Leading Acceptance facility and chosen to participate in a national pilot program studying customer service,” said Freeholder Director Lillian G. Burry. “The Connection’s enhanced services include extended hours, photo services and walk-in availabilities, which provide the American traveling public with a more convenient, seamless passport application process.”

In April 2014, the U.S. Department of State designated the County Connection as a Leading Acceptance Facility. As a result of this honor, the Monmouth County Connection has been chosen to participate in a customer service-oriented pilot program to help the Department of State better understand customer preferences. Only eight passport acceptance facilities, out of 8,500, were chosen to participate.

Recently a Mayor’s Luncheon was held in Belmar for the purpose of giving Belmar businesses a forum to meet and discuss tourism and how it benefits businesses at the Jersey Shore. I was happy to attend and join Belmar Mayor Matt Doherty in greeting the local business owners and to share with them what the County Tourism Division does to promote the industry. The luncheon was held at Ollie Klein’s Waterside Café located on River Road in Belmar.

Additionally, we are currently working toward entering into a shared services agreement with Hightstown to utilize the Monmouth County Vehicle Wash facilities. This is yet another approach to help reduce costs and redundancies in the delivery of public services, while adding some additional revenue for the county to help offset our operational costs. Because Hightstown already has a shared services agreement with Roosevelt Borough for trash collection which is hauled to the Monmouth County Reclamation Center, it makes good sense for them to utilize the county vehicle wash facilities as a value added shared services while they are in the area. Howell Township has just been added to our MODIV property tax assessment shared services system. This system has been recognized for innovation and excellence in public service by the Harvard Kennedy School and Moody’s Investor’s Service for its role in streamlining the delivery and implementation of the tax assessment process. Certain municipalities have seen savings of up to 65% through this shared service.

Progess in Tourism, Share Services, Infrastructure and Economic Development

The Belmar Seafood Festival was a huge success and the County enjoyed having the opportunity to show its presence over the three day weekend. It was estimated that crowds exceeded 150,000 over the three day weekend and as liaison to the Department of Tourism, I was happy to have had the opportunity to speak with so many individuals. On July 4th, Monmouth County Public Information and Tourism will have a booth at Oceanfest on the boardwalk in Long Branch. The booth will be open from 10 a.m. until 5 p.m. All are encouraged to attend and join in the celebration that will end at 10 p.m. with an evening of spectacular fireworks.

The most recent meeting of The Monmouth County Board of Chosen Freeholders was hosted and held in Asbury Park. Monmouth County’s Department of Public Works and Engineering has been performing vehicle preventative maintenance and repairs for Asbury Park’s fire trucks and emergency vehicles at a cost savings of 40% to the City’s taxpayers. While the Division of Highway has been assisting the local municipalities with sediment removal projects to enhance water quality and reduce flooding.

Additionally, as the Freeholder representative to the North Jersey Transportation Planning Authority and Freeholder Liaison to the Department of Public Works and Engineering, I am pleased to report that in the next few weeks, the County expects to receive a federal grant for $10.5 million for the reconstruction of Bridge O-10 on Sunset Avenue over Deal Lake between the City of Asbury Park and the Township of Ocean.

We continue to promote small businesses within Monmouth County. The Façade Improvement Program initiative not only took off but was a huge success for many local businesses. As liaison to the department of Economic Development, and on behalf of the entire Board of Chosen Freeholders, I had the pleasure of presenting another façade improvement grant to the owners of the Freehold Borough Subway this week. They used the funds to put gooseneck lighting over their sign on Main Street in Freehold.  As of this writing, all funds in the Façade Improvement program have been awarded. We are encouraging businesses to submit applications for our waiting list. If the businesses that have been approved decide not to move forward with the grant, we will take the next business off the waiting list.

The second Grow Monmouth Roundtable took place this past week in Hazlet. We had a large number of businesses attend and the discussion was helpful to the municipality, county and the businesses. I want to thank the governing body of Hazlet for partnering with us on this meeting. Our next roundtable is scheduled to be held in Manalapan on March 19th.

 

Additionally, on March 31st, as liaison to the Department of Tourism, I will be meeting with the mayors and tourism leaders of our coastal communities who are members of the Monmouth County Tourism Advisory Group. The group will discuss tourism promotion and plans for the upcoming season. The meeting is scheduled to take place at the County Connection in Neptune.

Lastly, after further study and investigation it has recently been determined that Shark River Park is no longer an economically viable option to be a temporary Confined Disposal Facility (CDF) for drying the Shark River’s dredge materials. The New Jersey Department of Transportation conducted a preliminary internal engineering and fiscal opinion of probable costs (OPC) of the potential project. The results of the OPC demonstrate the construction of the CDF at Shark River Park and the dredging and placement of approximately 100,000 cubic yards of material from Shark River far exceeds the State’s monetary allotment for the project. Consequently, the use of Shark River Park as a temporary CDF is not economically feasible. Although this new development is unfortunate, we will continue to work with all interested parties to dredge the Shark River and ensure its survival as a regional source for recreational activity, economic growth and ecological attraction.

Monmouth Freeholders Introduce Budget With No Tax Increase For 4th Consecutive Year

The all Republican Monmouth County Board of Chosen Freeholders introduced their budget for the coming year on Thursday evening at the Eastern Branch of the County Library system in Shrewsbury.  The $480.9 million budget is $100,000 lower than the current year’s spending and, for the fourth consecutive year includes no tax increase on Monmouth County property owners.

Monmouth County Democratic Chairman Vin Gopal did not issue a statement congratulating the freeholders. When last we heard from Gopal, he was threatening legal action against the owner and publisher of this site for ridiculing his false statements about Republicans.

The budget plan reflects a continuing effort by the freeholder board to reduce County spending while dealing with increased costs and reduced revenue.
