Before the shutdown Clinton looked like a dead duck for his second term. Even with the fundraising scandals that arose during the campaign Dole could never get traction. If Dole had won there should have been Republican gains in the House. In fact if Perot did not run again in 1996 who knows what type of landslide victory Clinton would have received.
