Happy May! I hope everyone was able to enjoy the outdoors during the warm weather last week. After this rainy and cold spring, I am looking forward to the summer months ahead.
I know I always say that it has been a busy couple of weeks but it truly has been. I’d like to take some time to share with you what I have been up to and a few important dates to come.
First of all, I’d like to thank all of the municipalities that are participating in the annual Paint the Town Pink campaign. For those unfamiliar with the campaign, its mission is to raise awareness of the importance of getting an annual mammography and women’s wellness.

Happy December! I would like to wish everyone a happy holiday season. I hope everyone is able to enjoy time with their family and friends in between all of the shopping.
Personally, I was very pleased to see nearly 1,000 shoppers stopped by our annual Mini Made in Monmouth last weekend at Covered Bridge in Manalapan. A spinoff of our widely popular Made in Monmouth event held each spring at Monmouth University, this smaller version featured 80 small business owners selling their locally made products and goods. It is truly a win-win for all involved – small business owners receive the support they need and shoppers can purchase so many great items right in time for the holidays. Happy November! With all of this warm weather recently, it’s hard to believe we’re just a few weeks away from celebrating the holidays. Either way, it’s a great time of the year and, as always, there is so much going on and so much to do in Monmouth County.
As we approach the end of the year, I would like to give a brief update on the second phase of the Shark River dredging project. As part of the second phase, dredge materials have been temporarily placed on Seaview Island until they are removed at the conclusion of the project next spring. The actual dredging process – which includes pumping the material onto the island to dry – was scheduled to be completed by the end of this year and I am pleased to announce the project remains on schedule. At the last meeting of the Board of Chosen Freeholders, the Board authorized an award of bid for an asphalt recycler for the Department of Public Works and Engineering. This equipment will allow the Divisions of Bridge and Highway to take waste asphalt from construction projects throughout the year and turn it into high quality hot mix, re-using it for road repairs. This will reduce our disposal and operating costs, along with being environmentally friendly. The cost of the recycled material is 75% less than the cost for new material.
Last year the county spent over $150,000.00 for cold mix, base material and disposal of waste material. As an added benefit, every ton of asphalt the county recycles will benefit Freehold Township in the amount received from the State of New Jersey in their tonnage grant.

Groomer receives $1,727 check
EATONTOWN, NJ – The Grow Monmouth Facade Improvement Program recognized Flo’s Happy Clipper for recent upgrades today.
“Flo’s is receiving a check for $1,727 for a new awning,” said Freeholder Thomas A. Arnone. “Every Facade Improvement Program check helps make a needed improvement to a local business. This is the seventh check presented so far.”
Flo’s Happy Clipper is located at 20 Main Street in Eatontown. Owner Robert Ferrara accepted the reimbursement check from Arnone.
The program is part of the successful Grow Monmouth initiative that is utilizing HUD Community Development Block Grant funds to help improve the look of privately held commercial buildings located in HUD eligible areas of Monmouth County. No County funds are being used for the program.
HUD eligible areas include all or part of 26 of the County’s municipalities. Eligible municipalities are: Aberdeen, Atlantic Highlands, Belmar, Bradley Beach, Colts Neck (Naval station only), Deal, Eatontown, Farmingdale, Freehold Borough, Freehold Township, Hazlet, Highlands, Howell, Keansburg, Keyport, Lake Como, Manalapan, Matawan, Neptune City, Neptune Twp., Ocean Twp., Red Bank, Shrewsbury Twp., Tinton Falls (naval station only), Union Beach and West Long Branch.
Asbury Park, Long Branch and Middletown businesses are not eligible for this program because those municipalities receive designated HUD Community Development Block Grants directly.
“No matching funds are required from the business,” Arnone said. “To date, $12,178 has been dispersed out of a total of $85,000 that has been set aside for this program, so businesses should apply now.”

The Monmouth County Board of Chosen Freeholders continues to support and promote the Grow Monmouth Façade Improvement Program. The program makes grant funds available to help improve the look of privately held commercial buildings throughout Monmouth County. The façade improvement program which is the newest initiative under our Grow Monmouth program uses HUD (U.S. Department of Housing and Urban Development) Community Development Block Grant funds that were de-obligated by grantees to help privately held commercial buildings, located in HUD eligible areas, improve their business façades. Representatives from the county’s department of economic/development recently assisted me during a presentation for the façade improvement program that was given to the Ocean Grove Chamber of Commerce. In the next few days there will be a check presentation to Jim Smith, owner of Smittex Sportswear in Keansburg who will be utilizing the funds towards the purchase of a new awning. Mr. Smith will be receiving $1,845.00 for the purchase of the awning. Gaetano’s Restaurant and Market of Red Bank is the latest Monmouth County business to benefit from the Grow Monmouth Facade Improvement Program. The $75,000 program is funded by HUD Community Development Block Grants and administered by the Monmouth County Board of Chosen Freeholders.
Freeholder Director Tom Arnone presented Gaetano’s owner Tom Cappello a check for $1,824 on Wednesday as reimbursement for lighting fixtures for the restaurant.
Early this month, Woody’s Roadside Tavern in Farmingdale received a $1700 grant for its facade improvements. Old Monmouth Candies of Freehold was the first recipient of a Grow Monmouth Facade Improvement Grant.
Businesses with privately held commercial properties in the municipalities of Aberdeen, Atlantic Highlands, Belmar, Bradley Beach, Colts Neck (Naval station only), Deal, Eatontown, Farmingdale, Freehold Borough, Freehold Township, Hazlet, Highlands, Howell, Keansburg, Keyport, Lake Como, Manalapan, Matawan, Neptune City, Neptune Twp., Ocean Twp., Red Bank, Shrewsbury Twp., Tinton Falls (naval station only), Union Beach and West Long Branch are eligible to apply for facade improvement grants of up to $1,850.

Last week the Christie Administration announced the approval of $507.7 million in state funds to help fund the cost of 1,538 individual school construction projects in 331 school districts throughout the state. Of the state funding $37.8 million will go to support 171 projects in 26 school districts in Monmouth County, supporting a total of $94.4 million in school construction throughout the county.
Between state and local contributions, the total project costs of the 1,538 eligible projects are estimated to exceed $1.1 billion. The state-funded grants represent at least 40 percent of eligible costs for projects in the Regular Operating Districts and address health and safety issues, student overcrowding and other critical needs. The grants are contingent on local approval of the remaining cost to school districts. Regular Operating District grants are separate from the funding for the 31 “SDA districts,” where the Schools Development Authority is responsible for financing 100 percent of eligible costs.
The Department of Education determines the selection of school projects receiving grant funds, which are administered by the Schools Development Authority. The State Department of Education received applications for more than 2,100 individual school projects.

It gives me great pleasure to announce The Monmouth County Board of Chosen Freeholders recently passed a resolution approving the Grow Monmouth Façade Improvement Program. As liaison to the Department of Economic Development and the originator of the Grow Monmouth initiative already in place, I am very proud to have been an instrumental part of the Grow Monmouth Façade Improvement Program. This is yet another example of the county’s commitment to our business world and to the continued promotion of economic growth within our county.
The program, the newest initiative under our Grow Monmouth program, uses HUD Community Development Block Grant funds that were de-obligated by grantees to help privately held commercial buildings that are located in eligible areas improve the look of their businesses. NO county funds are used for the program.
