You would not believe some of the items that are made right here in Monmouth County.  From coffee to wine, from dry aged beef snacks to handcrafted wooden pens, from homemade natural soaps to cosmetics…and much more! A record number of vendors and visitors participated in Monmouth County’s fifth ‘Made in Monmouth’ (MIM) expo on Saturday, April 9 in the MAC at Monmouth University. Approximately 240 county-based companies displayed their goods or services with more than 5,000 people sampling and purchasing.

The Arnone Report: Spring into Monmouth County

The past two weekends have been filled with fun festivities throughout the county and the list of activities throughout the rest of March includes parades, plays and performances. March is the month to celebrate the end of winter by getting outside and with two holidays happening this month, there are plenty of great events to choose from.

There’s nothing like a parade to usher in the month and the St. Patrick’s Day celebration in Belmar on Sunday, March 6 was the perfect place to do it.  Those of you who were in attendance may have seen me, along with my colleagues, on our 2016 float – it was a great way to participate in the parade – we had the best view! I also had a great time at the Asbury Park St. Patrick’s Day Parade on Sunday, March 13 walking with Freeholder Serena DiMaso, along with Mayor Moor and members of the Council and look forward to keeping the festive spirit alive in the Highlands by walking in their parade on March 19.  March 20 marks the first day of spring, so take the kids outside (if weather permits) and join the Monmouth County Park System for a nature walk at 10 a.m. at the Manasquan Reservoir to look for signs of the new season.  Log onto www.visitmonmouth.com for a full list of activities throughout the County.

I think Mother Nature is surely playing tricks on us. Last week at this time we were still digging out from one of the biggest blizzards in years.  Some of our towns reported nearly two feet accumulation and more in certain areas with snowdrifts piling on several additional inches.  Fast forward to this week, and we are enjoying spring like temperatures.  Whatever weather Mother Nature brings us, Monmouth County is always prepared to handle it.  Our crews were out round the clock, preparing ahead of Jonas by pretreating and brining all of the county roads, and of course keeping up throughout the storm with plowing and snow removal. We even assisted several municipalities in keeping up with the accumulations as we are always partners in providing services when requested.

The Arnone Report: Hold Up On ADP, All Systems Go On Shark River

I know there is much speculation recently on the integrity of the Assessment Demonstration Project and I want everyone to know that we hear you and we will support your inquiries. Earlier this year, I along with my fellow members of the Board of Chosen Freeholders asked Matt Clark, Monmouth County’s Tax Administrator, to hold a meeting for all the municipalities to explain the details of the Assessment Demonstration Project. It was our understanding that attendees left feeling more comfortable with what they heard and understood the benefits of the program. As a result of the close working relationships we have throughout the County, numerous Mayors have contacted the Freeholders with concerns over the uncertainty of this program and the recent negative media coverage surrounding it.  While we all did our best to alleviate those concerns, we also understand the difficult position it puts most of them in. After the events the past few weeks, without making judgements on the program, its administrator or county tax board members, we believe it may be best to put this program on hold until all questions are answered and the Mayors can explain the long term tax benefit to the residents of Monmouth County . It is our hope that the timeline of January 1 will remain intact while these issues are vetted, as it gives the municipalities the ability to budget for the following year’s tax appeals. It is our hope that you continue to stay informed and aware of the tax assessment program through your municipality or at the County level.

The Arnone Report: Year End Reflections and Gratitude

2014 is coming to a close and I find myself reflecting upon my year as Freeholder of the Monmouth County Board of Chosen Freeholders. I am very conscious of the tremendous support Monmouth County receives from each of the municipalities and residents. I receive phone calls and emails daily from members of local governing bodies as well as from informed conscientious residents. Through this open door policy which is how I choose to run my office, it is apparent that just like me we all share a common interest; and that is to continue to create new ways to maintain Monmouth County as one of the most wonderful places to live. Your unending support has helped me and the rest of The Freeholder Board accomplish many great things, and I would personally like to thank all of our local governing bodies along with our residents for the part each played in making 2014 a great year. Being mindful of the exemplary leadership of not only my fellow Freeholders but of each and every municipal governing body, I consider myself blessed to be working amongst so many hard working individuals whose main goal is always what is in the best interest of the residents.

Monmouth County is made up of an array of dedicated, accountable and knowledgeable people comprised of all those working in the offices and schools to those maintaining the roads in and around the county and everything in between. Each and every one of them takes on the responsibility of getting a job done and doing it right.   For that I recognize and am thankful for all county departments for keeping Monmouth County as beautiful and safe as it is, and for making it the most desirable county to live- in the State of New Jersey.

Our Grow Monmouth Façade Improvement Program continues to be popular. We are still accepting applications and approving projects to help businesses improve the look of their building. We could not be more pleased with how the program is going. As part of the Grow Monmouth Initiative this past weekend there was a ribbon cutting ceremony to commemorate the opening of Little Dog Brewing, a microbrewery located on Steiner Avenue in Neptune City. Along with Mayor Brown, I was happy to attend and cut the ribbon at the brewery’s opening. The Grow Monmouth Business Roundtables will be continuing after the holidays. I look forward to getting back out to discuss the needs of Monmouth County’s business community.

We continue to assist our municipalities with ensuring the safety of Monmouth County and its residents. A few ways in which this is accomplished is through the upkeep of county roads as well as the upkeep of traffic signals. There was a traffic signal activation ceremony conducted a few days ago at the intersection of County Route 40A (Memorial Drive) and Evergreen Avenue in the Boroughs of Neptune City and Bradley Beach.  The Activation Ceremony marked the completion of this much anticipated project.  As liaison to the Department of Public Works and Engineering, I am happy to have been able to be a part of it from its inception through fruition.

At the last meeting of the Board of Chosen Freeholders, the Board authorized an award of bid for an asphalt recycler for the Department of Public Works and Engineering. This equipment will allow the Divisions of Bridge and Highway to take waste asphalt from construction projects throughout the year and turn it into high quality hot mix, re-using it for road repairs. This will reduce our disposal and operating costs, along with being environmentally friendly. The cost of the recycled material is 75% less than the cost for new material.

Last year the county spent over $150,000.00 for cold mix, base material and disposal of waste material. As an added benefit, every ton of asphalt the county recycles will benefit Freehold Township in the amount received from the State of New Jersey in their tonnage grant.

ZERO PERCENT TAX INCREASE

For the fourth straight year in a row The Monmouth County Board of Chosen Freeholders has had a 0% tax increase. I am pleased that I have been able to be a part of this budget especially in the hard economic times we are faced with. It has been and always will be a priority of mine as well as the entire Board of Chosen Freeholders to continue this trend of savings to our Monmouth County residents.

Additionally, The Board of Chosen Freeholders is pleased to report we have collected over $1 Million (Actual is $1,022,976.56) in revenues at this early stage in the year from our 911 communications shared service. This amount is based on revenue received from 21 towns. This is a vast increase from prior years where the invoice and revenue collection process typically began in April. This year, the Freeholders in conjunction with the Sheriff through the Office of Shared Services began the process at a much earlier date. The result has been beneficial to all parties as the county has earlier use of funds to help offset our expenses which allows for efficient budgeting for the county as well as for our municipalities. The Board of Chosen Freeholders is extremely pleased with these figures and anticipates the numbers to continue to increase as we receive revenue from the remaining municipalities. The revenue the County receives that is generated through shared services offers relief to the municipalities that translates to lower costs for the services being performed.

April is Autism Awareness Month, and at the last meeting of The Board of Chosen Freeholders a Proclamation was presented to Dr. David Abbott, Superintendent of Schools, for The Shore Center for Students with Autism located in Tinton Falls,. The Proclamation was presented to commemorate Autism Awareness Month in hopes of raising awareness of Autism.
