Ferzan to Oversee Governor Christie’s Vision for New Jersey’s Long-Term Rebuilding Efforts
Trenton, NJ –Taking a critical step forward in the recovery and rebuilding of New Jersey communities in the aftermath of Hurricane Sandy, Governor Chris Christie today tasked Marc Ferzan to manage Hurricane Sandy Recovery efforts within the Office of the Governor. Mr. Ferzan will be responsible for directing the vital task of overseeing and coordinating Governor Christie’s long-term recovery efforts for New Jersey in cooperation with all federal, state, local, private, and non-governmental partners.
Mr. Ferzan’s first task will be assembling a core team to guide this effort and the different areas of focus that require long-term strategic planning. Additionally, Mr. Ferzan will begin to immediately work with Governor Christie’s Cabinet, state personnel, federal and local governments and sources outside of government to bring together all information and resources established since Hurricane Sandy to build on and effectively execute the rebuilding efforts for the State of New Jersey.
“The magnitude of the challenges we have faced from Hurricane Sandy was met in equal measure with the bravery and selflessness of first responders and public servants, the resilience of families, and our collective hope to move forward, rebuild, and restore our state. We have a long way to go to rebuild, but the people of New Jersey have already shown that we are ready to meet the challenge,” said Governor Christie. “This will not be an easy task, but it is a top priority of my Administration. To make steady progress and to ensure our commitment to our communities that have been devastated by the storm, I’m naming Marc Ferzan, a smart, proven and capable manager, to bring people and government together, build consensus, and effectively handle the many facets of this effort moving forward. I thank him for returning to the service of our state in this critical role.”
In addition, Governor Christie announced the retention of Witt Associates, a team with vast experience in disaster recovery and large scale mitigation management, to assist in the long-term rebuilding process. James Witt is a special advisor to the State of Louisiana, assisting with the nation’s largest long term recovery effort in the aftermath of Hurricanes Katrina and Rita and previously served as FEMA director under President Bill Clinton. Witt Associates will provide strategic support to the state in all facets of recovery and mitigation; resources for appropriate resolution services to assist in the state reconstruction; and senior level consultation in all facets of the intermediate and long term recovery process.

Trenton, NJ – New Jersey Governor Chris Christie and New York Governor Andrew M. Cuomo today announced that weekday PATH service will resume to Lower Manhattan along the World Trade Center line beginning Monday, November 26 at 5 a.m.
The World Trade Center PATH line will run Monday through Friday from 5 a.m. to 10 p.m., with stops in New Jersey at Newark, Harrison, Journal Square, Grove Street and Exchange Place and in New York at the World Trade Center. Disabled access will be available at Newark and World Trade Center.
Floodwater from the storm surge of Hurricane Sandy had inundated the World Trade Center station, covering its track bed with several feet of water. Port Authority PATH crews have worked around the clock to remove millions of gallons of water from the tracks and platforms and also to fix and replace damaged switching and signal systems as quickly as possible. Weekend service will not yet be available to enable crews to continue the remaining necessary repair work.
The restored service to the World Trade Center will be in addition to the PATH service currently running from Newark in New Jersey to 33rd Street in New York. That line is running seven days a week between the hours of 5 a.m. to 10 p.m. and includes stops in New Jersey at Newark, Harrison, Journal Square, Grove Street and Newport stations and stops in New York at 9th, 14th, 23rd and 33rd Street. Once service resumes at the World Trade Center on Monday, service on the 33rd Street line will resume running between Journal Square and 33rd Street and will make all station stops including Christopher Street in Manhattan.
Weekend service on the Journal Square to 33rd Street line extends to Harrison and Newark in New Jersey. Disabled passengers have access to the platforms at Newark, Journal Square, Newport and 33rd Street.
Service at the Hoboken station, which saw unprecedented and widespread flooding remains suspended due to the fact vital switching equipment was destroyed and cannot be salvaged. Crews are working 24/7 to replace the signal equipment and restore communications in the tunnels, a process that is expected to take several weeks.
To provide additional mass transit options from Hoboken to Manhattan, the Port Authority and New Jersey Transit are operating a ferry service from the Hoboken Ferry Terminal. NJ Transit customers will now be able to take a bus to the Hoboken Ferry Terminal and then transfer to a ferry that will take passengers to Pier 79 at 39th street in Manhattan. The fare is $5 and ferries will run back and forth between Hoboken and Manhattan from 6 a.m. to 10 a.m. and 4 p.m. to 8 p.m., Monday thru Friday. Free shuttle buses will be provided from Pier 79 to midtown Manhattan.
Passengers who normally use the Hoboken station to get to Manhattan can also choose to make the ten minute walk to the Newport station, or take advantage of several other ferry and bus alternatives. Ferry service to Lower Manhattan is available from Liberty State Park and to Midtown Manhattan from Weehawken, New Jersey. In addition, NJ Transit has increased the number of No. 106 buses from Hoboken to the Port Authority Bus Terminal in both directions.

Insured Applicants May Be Eligible for Assistance for Unmet Needs
Trenton, NJ –Disaster assistance may sometimes cover damages that insurance doesn’t. That is why individuals affected by Hurricane Sandy are urged by the New Jersey Office of Emergency Management (NJOEM) and the Federal Emergency Management Agency (FEMA) to apply for assistance even if they have insurance.
Apply for FEMA assistance by registering online at www.DisasterAssistance.gov, or by web-enabled mobile device at m.fema.gov. Applicants can also register by phone by calling 1-800-621-FEMA (3362), 711/VRS, or TTY 1-800-462-7585.
Only applying directly with FEMA will establish your registration for disaster assistance. Signing up or meeting with any other agency does not mean you are registered with FEMA.
“We want everyone qualified for assistance to receive help as soon as possible,”said State Coordinating Officer Lt. Jeff Mottley.
Keep in mind that you need to file your insurance claim with your insurance company as soon as possible. Failure to file a claim may affect a policyholder’s eligibility for disaster assistance. You have up to 12 months from the date of registration with FEMA to submit insurance information for review.
“By law, we cannot duplicate what insurance already covers. But we may be able to help with some disaster-related expenses, that are not covered by insurance,”explained Federal Coordinating Officer Michael J. Hall.
After filing a claim, if any of the following situations occurs FEMA may be able to provide some assistance:
Your insurance settlement is delayed.
- “Delayed”means a decision on your insurance settlement has been delayed longer than 30-days from the time you filed the claim.
- If a decision on your insurance settlement has been delayed, you will need to mail a letter or send a FAX to FEMA explaining the circumstance. Mail or FAX your letter to:

it is considered a duplicate benefit.

- If you have received the maximum settlement from your insurance and still have an unmet disaster-related need, you will need to mail or FAX a letter to FEMA at the above address indicating the unmet disaster-related need.
- You will also need to send in documentation from your insurance company on what they cover for review.
You have exhausted the Additional Living Expenses (ALE) provided by your insurance company.
- If you have received the maximum settlement from your insurance for Additional Living Expenses and still need help with your disaster-related temporary housing need, mail or FAX a letter to FEMA at the above address indicating why you continue to have a temporary housing need.
- You will also need to provide documentation to prove use of ALE from insurance,
and a permanent housing plan.
You are unable to locate rental resources in your area.
- The FEMA Helpline has a list of rental resources in the disaster area.
SBA Loans
- Many people who apply for disaster aid also receive an application for a low-interest disaster loan from the SBA. If you receive an application, be sure to fill it out and return it in order
to be considered for all forms of disaster assistance.
- FEMA will process applications for housing assistance regardless of whether or not the applicant has applied for an SBA loan. Eligibility determinations for FEMA’s temporary housing assistance will not be held up because the applicant has or has not filled out an SBA application.
- You must complete an SBA loan application to be eligible for additional assistance under
the part of the FEMA program that covers personal property, vehicle repair or replacement,
and moving and storage expenses.

Trenton, NJ – In response to the unprecedented and widespread damage caused by Hurricane Sandy to personal property, businesses, transportation and utilities infrastructure, as well as New Jersey’s $38 billion tourism industry, the Christie Administration has completed a preliminary cost analysis of those damages, which puts the total cost at approximately $29.4 billion. The estimate will be further refined in the days and weeks ahead.
“This preliminary number is based on the best available data, field observations and geographical mapping, and supported by expert advice from my Cabinet commissioners and an outside consulting company,” said Governor Christie. “In a short period of time, we put together a comprehensive and responsible estimate, which may increase in the weeks ahead, and I stand ready to work with our Congressional delegation and the Obama Administration to get the funding support New Jersey expects and deserves in the aftermath of this catastrophe.
“We will continue to provide immediate relief for our citizens who were struck hard by Sandy,” the Governor continued. “But be assured, I will spare no effort and waste no time to rebuild and restore our tourism industry, our transportation and utilities infrastructure and the lives of our citizens for the long term.”
The preliminary cost estimate is inclusive of aid received to date and anticipated from federal sources including FEMA and the Small Business Administration. The estimate will likely be refined further to consider and include the long-term impact on the next tourism season, shifts in population, impact on real estate values and other factors.

LINCROFT, N.J. – Families and individuals in New Jersey who are registered for federal disaster assistance and need a place to live can search through hundreds of rental listings on the FEMA Housing Portal.
The FEMA Housing Portal consolidates rental resources identified and provided by federal agencies, such as the U.S. Department of Housing and Urban Development (HUD), U.S. Department of Agriculture (USDA), and the U.S. Veterans Administration (VA), and also lists rental properties provided by private organizations and property owners willing to help their neighbors during these difficult times.
FEMA recommends that those who use the portal contact the number on the listing prior to traveling to the location of the property to make sure the property is still available. This site is updated regularly, but available housing units are being filled continuously so FEMA encourages users to check back often for the most current information.

FREEHOLD, NJ – Monmouth County business owners can be part of a teleconference call at 4 p.m. on Monday, Nov. 19 where they can find out about the various programs, support services and opportunities available to them as they recover from Super storm Sandy.
“Monmouth County’s businesses are working hard to get back in action after Sandy,” Freeholder Deputy Director Thomas A. Arnone said. “This conference call will provide business leaders with critical information and updates about resources that can and will assist them with their recovery efforts.”
The hour-long Business Rebuilding Call is being presented by the county’s division of Economic Development and will include information about the federal and state business disaster relief programs, tax assessment basics for commercial properties and more.

Donations Arrive at Salvation Army Warehouse in Trenton En Route to Shore Areas
Trenton, NJ, Nov 11 – Two packed trucks—loaded with donations for New Jersey victims of Hurricane Sandy— arrived in Trenton today and were unloaded by a group of volunteers, including Congressman Chris Smith (Robbinsville, NJ), whose district was pummeled by the hurricane.
“
This is a wonderful act of goodwill and charity on the part of many who want to help New Jersey victims of Hurricane Sandy,” Smith said.
“It is truly heart-felt. On behalf of the people of the Fourth Congressional District and all the hard hits areas of New Jersey, I want to thank Mr. and Mrs. LaTourette of Ohio, the Chesterbrook Elementary School, Gentle Giant Moving Company and the American Trucking Association and all those who made contributions for collecting and shipping these donations to New Jersey. I am extremely appreciative to Maj. Phil Davis of the Salvation Army and his workers who helped unload the trucks and will help make these items available to the victims of Sandy.”
Smith, who represents Trenton as well as large Jersey Shore areas in Monmouth and Ocean counties, helped unload two trucks alongside the drivers, Salvation Army workers and other volunteers at the Salvation Army’s warehouse on Enterprise Avenue in Trenton.
U.S. Rep. Steve LaTourette (OH-14), who is retiring from Congress at the end of the year, and his wife Jennifer and their two children, helped coordinate the effort through their school, sending a total of three trucks. Cong. LaTourette’s Washington office is down the hall from Cong. Smith’s office. After viewing some of the carnage at the Jersey Shore, they decided to offer to collect goods for the victims.
The first truck arrived Wednesday night at a Monmouth County staging area in Lincroft, N.J. Drivers braved the heavy snowfall that totaled over a foot of snow in some areas of Smith’s district from the powerful Nor’easter that followed a week after Hurricane Sandy. The snow storm hampered hurricane relief efforts, including causing a power outage at the Lincroft site that left the drivers out in the cold to sleep overnight in a Lincroft parking lot. The following morning, the drivers were assisted by hard-working county employees from the parks and recreation departments to unload the donations.
The Salvation Army, which runs a relief operation in Monmouth County, sorts through donated items at its Trenton warehouse for redistribution at the Jersey Shore. Donations included bottled water, blankets, winter coats and cleaning supplies (such as new brooms, mops and cleaning chemicals) and other goods.

FEMA Approves 5 Additional Days of Full Reimbursement for Emergency Power Restoration and Transportation Assistance in Hard Hit New Jersey Communities
Trenton, NJ – Governor Chris Christie announced yesterday that President Barack Obama has approved a 5-day extension of the federal cost share for Hurricane Sandy, from 75 percent to 100 percent for emergency power restoration and emergency public transportation assistance, including direct federal assistance, for those areas of New Jersey within counties designated for public assistance.
“I want to thank the federal government for the continued responsiveness to the needs of New Jersey as recovery efforts continue – particularly this extension which recognizes the additional challenges posed by the winter nor’easter and our ability to make full and proper use of the initial 100 percent reimbursement approved by the President on November 1st,” said Governor Christie. “As we continue to make progress after each of those storms to restore power and get people’s lives back to normal as much as we can, this assistance will remain critical to our recovery and clean-up efforts.”
The previously approved increase of reimbursement authority will now continue through November 14th, rather than expire yesterday as previously schedule. This increased level of federal assistance program pertains to those areas of New Jersey that were previously declared a federal disaster area, including Atlantic, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean, and Union counties. Other forms of Category B assistance remain at a 75% cost share, consistent with the initial approval of assistance.

Trenton, NJ – The U. S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) announced it approved Governor Chris Christie’s request to extend Disaster Unemployment Assistance to cover all New Jersey counties as a result of Hurricane Sandy.
Federal Disaster Unemployment Assistance (DUA) is now available for persons in all New Jersey counties, especially self-employed individuals, who were living or working in the affected counties at the time of the disaster, and who are unemployed as a direct result of the damages caused by the storm.
Most impacted workers may already qualify for regular Unemployment Insurance, which is why anyone who plans to file a DUA claim should first file a regular claim for Unemployment Insurance. The federal DUA is a special program that covers many people who otherwise may not be eligible for regular Unemployment Insurance.
If you are unemployed because of the disaster that began on October 28, you should FIRST file for Unemployment Insurance benefits through the Internet by going to www.njuifile.net. Please note that due to higher than normal volume as a result of Hurricane Sandy, the system is experiencing some delays. As a result, individuals are encouraged to file via the Internet between 6 P.M. and 8 A.M.
The Internet processes claims faster. However, if needed, people may also file a claim by telephone by contacting the state Department of Labor and Workforce Development’s Re-employment Call Centers at:

The FEMA expansion of the DUA coverage creates three separate deadlines for the filing of applications.
A 30-day deadline ending December 3, 2012 is in effect for filing DUA claims involving employment issues arising because of Hurricane Sandy in Atlantic, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean, and Union counties.
A 30-day deadline ending December 6, 2012 is in effect for filing DUA claims involving employment issues arising because of Hurricane Sandy in Bergen and Somerset counties.
A 30-day deadline ending December 10, 2012 is in effect for filing DUA claims involving employment issues arising because of Hurricane Sandy in Burlington, Camden, Cumberland, Gloucester, Hunterdon, Mercer, Morris, Passaic, Salem, Sussex, and Warren counties.
The assistance was initially granted last week to people living in Atlantic, Bergen, Cape May, Essex, Hudson, Middlesex, Monmouth, Ocean, Somerset and Union counties. FEMA has now included Burlington, Camden, Cumberland, Gloucester, Hunterdon, Mercer, Morris, Passaic, Salem, Sussex, and Warren counties for DUA coverage.

Trenton, NJ –To support the recovery of New Jersey’s businesses and protect the overall economic interests of our state in the aftermath of Hurricane Sandy, Governor Chris Christie and Lt. Governor Kim Guadagno have announced a series of business assistance services for those affected by the storm. Among these vital services are those related to financial support, information on temporary space, and technical assistance for impacted businesses. Information for all services may be easily accessed through New Jersey’s Business Action Center (BAC) by calling 1-866-534-7789 or through the state’s business portal at www.newjerseybusiness.gov, the“one-stop” shop for business resources. Agents are also available to assist callers that speak Spanish.
“In response to this natural disaster, New Jersey has coordinated a range of multi-agency resources to assist impacted businesses and ensure they are operational quickly,” said Lt. Governor Guadagno. “Providing a thorough and inter-departmental business recovery assistance program is another demonstration of our support for our business community and their workers. The Business Action Center can help businesses tap into a variety of resources that will help them begin to recover from this catastrophic storm.”
The business recovery assistance services are designed to support businesses and workers who may be temporarily unable to perform their jobs due to the storm. These services include:
- Guarantees of up to $500,000 for commercial lines of credit to businesses that need access to cash to improve their damaged property while awaiting insurance proceeds, with all related New Jersey Economic Development Authority fees waived.
- Grant awards for businesses to assist with on-the-job training costs for new workers hired specifically to assist in disaster-related activities, such as landscaping and tree removal, construction, insurance claims, building supplies sales, materials transport, utility work, call and claims centers staffing, and infrastructure clearing and repair.
- Availability of the Business Resource Centers at any of the currently operational local One-Stop Career Centers across the state as temporary hubs for businesses to access telephone and internet services as well as for job seekers and displaced workers seeking workforce development and unemployment assistance – Temporary Hubs for Affected Business to Access Telephones and Internet Services
- The availability of Disaster Unemployment Benefits to provide income security for those displaced workers suffering temporary storm-related job loss.
- Dispatch of Rapid Response team members to identified Disaster Recovery Centers to assist displaced workers.
- Availability of services throughNew Jersey Youth Corps to assist non-profit, public and governmental entities in a variety of ways for disaster relief and clean-up.
In addition, BAC’s Business Call Center is also the one-stop resource for more information on how to get businesses back up and running. The Call Center staff can assist with the following services:
- Arranging business facility inspections for buildings suffering major flood damage, as such conditions require structural integrity inspections before utility service can be restored. These inspections are handled in local code enforcement offices and by local code enforcement officials. Anticipating an enormous increase in such work, the Department of Community Affairs has mobilized all qualified personnel to assist local governments in this effort.
- Advocating for businesses seeking information from local utilities to restore electric, phone, gas and water services.
- Advocating with insurance carriers to file and expedite claims.
- Providing information on how to qualify for federal recovery assistance, and
- Connecting businesses to the other county and local business services and to the services offered by the Small Business Administration and Small Business Development Centers that include assistance with insurance claims, as well as loans and business plan revisions.
Since October 28, 2012, the New Jersey Office of Homeland Security and Preparedness (OHSP) has staffed a Private Sector Desk at the Regional Intelligence Operations Center (ROIC), which has served as the primary point of contact for critical private sector industries leading up to, during and after Hurricane Sandy.
