Where do you get your information from? How is this costing taxpayers more money? If anything, this will save taxpayers money because the groups that administer this survey will no longer have to bribe parents to permit students to take the survey. Parents can still opt out, they have to send in the form stating they opt out, rathering saying they’ll opt in. Normally, I agree with most of your musings, however, you are way off base with this.
