Angela Scotti aka Angela Boden and Charles Peclet were amongst the groupd arrested in September for drug distribution at 2 Keansburg bars: TJK Stadium, 260 Beachway Avenue, and Apple Jack II Sports Bar & Grill, 60 Carr Avenue, so they were not strangers to the police. Boden has a long rap sheet going back to 2008 and earlier, this is a case where the door should get locked and throw away the key.
