    That is one big load of hooey. Positive Train Control was installed at Frankford Junction in 2011 and has been operating southbound. Because of incompetence and bureaucratic mucking around, it was not operating northbound. Witness how that system began operating in less than a handful of days before Amtrak was allowed to restart service.
