FEMA Makes A Deal With Russian Emergency Ministry
By Art Gallagher
During the immediate aftermath of Superstorm Sandy, it gave me and my neighbors great comfort when we were greeted by State Police Officers from Mississippi and Illinois when were coming back to Highlands. It felt good to know that fellow Americans from far away were here for us in our time of need; that trained police and other first responders were here to protect our lives and property along side our local police and first responders.
I’m not sure I would have felt as comforted if I had to pass through a checkpoint manned by armed Russian soldiers or police to get to my home.
That could happen in future disasters under an agreement that FEMA signed with the Russian Emergency Ministry last week, according to a press release by EMERCOM of Russian.
The Russian Emergency Situations Ministry and the USA Federal Emergency Management Agency (FEMA) are going to exchange experts during joint rescue operations in major disasters. This is provided by a protocol of the fourth meeting of the U.S.-Russia Bilateral Presidential Commission Working Group on Emergency Situations and seventeenth meeting of Joint U.S.-Russia Cooperation Committee on Emergency Situations, which took place in Washington on 25 June.
The document provides for expert cooperation in disaster response operations and to study the latest practices.
In addition, the parties approved of U.S.-Russian cooperation in this field in 2013-2014, which envisages exchange of experience including in monitoring and forecasting emergency situations, training of rescuers, development of mine-rescuing and provision of security at mass events.
At the end of the meeting the parties expressed their satisfaction with the level of cooperation between the Russian Federation and the United States in the area of emergency prevention and response and agreed to develop it in order to respond efficiently to all kinds of disasters.
I wonder how our U.S. Senate candidates feel about this. I wonder what Senator Bob Menendez and the rest of our Congressional Delegation think about this.
Menendez is the Chairman of the Senate Foreign Relations Committee. Did his committee review this “protocol?” Do they even know about it? How come Menendez didn’t issue a press release about it? He released a statement calling on the Russian Federation to return fugitive Edward Snowden to United States custody on the day after FEMA and EMERCOM signed their deal. Why no word about Russia providing “provision of security at mass events” like the 2014 Super Bowl which will take place in New Jersey?
It’s a congress of Vienna redux. Different nation states exchanging armed units to put down citizen rebellions. Logic being, for instance, Austria-Hungary troops would have no issue shooting down unarmed citizens in Russia and Russian troops would have no issue gunning down unarmed Italians. After much loss of life and barbarity, the congress of Vienna ultimately failed.

“I’m not sure I would have felt as comforted if I had to pass through a checkpoint manned by armed Russian soldiers or police to get to my home.”
Absurd statement that would never happen based on the agreement. It calls for the exchange of experts during national disasters. It has no provision for providing law enforcement assistance or anything more than a few consultants to help with planning.
I can’t even begin to tell you how wrong this is and how bad it can turn out. We have a National Guard for this.
What the heck is going on in Washington. This President is hell bent on destroying this country. Giving security to Russian “experts” at mass events. Read between the lines folks. This agreement with a country that is hostile to any U.S. interests.
First this and then he basically apoligizes for spying on our allies. What world does he live in. ALL of our allies spy on us and we spy on them. This needs to be done. If you dont know why you are naive and live in your own wonderland…….
In my town as in most the local police force had to relinquish control over the command of the town to the outside PD ……Little Silver PD complained but gave in …..So could it be possibly someday we could have a Russian in control of local towns police enforcement ?
“including in monitoring and forecasting emergency situations, training of rescuers, development of mine-rescuing and provision of security at mass events.”
The “provision of security at mass events”
digest that statement.
I am so glad that you are so trusting of our government to think that this could never turn into something other than an exchange of “experts”

that’s where we are headed. Agree this is bad for many reasons, and that every day, this administration is slicing off another piece of our sovereignty and liberty.. Despite the poor excuse for a GOP majority in the House, they are our only (slim) line of defense remaining, to put any brakes at all on the deliberate, methodical dismantling of the USA.. We have to stop them, next year, with the Senate and Congressional elections- or we can’t survive another 3 years of what these people are doing to this country- period.
Look at it this way. It’ll be easier to aim and fire at them than it would be a fellow American. Of course this can go both ways. Be ready folks, for the $hit is gonna hit the fan soon.
I just recalled that in 2010 Obama signed an EO exempting Interpol from US Constitutional constraints that the FBI follow, for instance. Could be a new Obama crime family branch.
Not to sound alarmist however joint “Peacekeeping” exercises have been going on for quite some time under both Republican and Democrat administrations including the use of Russian troops (as well as others). Furthermore, these “drills” involving “foreign” troops operating on US soil are designed to “enhance” joint UN Peacekeeping operations that can take place in any participating country (including the US) should that country “request” assistance. This in of itself is not necessarily a concern however, put these activities together with an Internationalist cabal known as the Obama administration wishing to “cut” America down to size and you have a much different set of issues to worry about, especially from the perspective of our revered Constitution (which the administration has little if any interest in defending). Lose this and you also risk losing our states rights as well.
Since the rule of law and the oversight of congress has been usurped by this administration along with the final dismantling of Posse Commitatis, the interests of the American public may be at risk at the hands of an ever over-reaching government.
Both FEMA and DHS under Bushes I and II, Clinton and Obama have been granted unprecedented powers playing on the fears of international terrorism by the American public. In addition, there are also a number of “troubling” UN sponsored treaties awaiting ratification by the Senate that will greatly reduce our Constitutionally granted freedoms by trading of our sovereignty for a nebulous sense of “safety” within the sphere of a growing Progressive internationalist movement.
I am not saying that this is all a nefarious plot however I am suggesting that Americans pay very close attention to all of the various aspects of what is transpiring, especially since the first Gulf war. Is this the “dawn” of George Bush seniors New World Order?
