Monmouth County Clerk Christine Giordano Hanlon
FREEHOLD, NJ – Monmouth County Clerk Christine Giordano Hanlon announced important reforms in how Monmouth County voters can apply for Vote By Mail ballots with the County Clerk and how the Board of Elections can receive voted ballots from voters.
The reforms are effective immediately under a new law signed by Governor Chris Christie on August 10, 2015.
“The new law impacts New Jersey voters who, by necessity or by choice, have another individual submit a Vote By Mail request and/or election ballot on their behalf,” Hanlon said.
The new law reduces number of voters for whom a person can serve as “messenger” from 10 to three.
It also limits the number of voted mail-in ballots transmittable by a “bearer” to the County Board of Elections to three ballots.

Toni Ann Marletta, the 49 year old Leonardo woman charged in the July 8th hit and run incident which resulted in the death of Marissa Procopio, a 15 year old girl from Atlantic Highlands, was released from the Monmouth County Correctional Institution on Tuesday August 4 after posting $15,000, or 10% of her $150,000 bail.
Marletta was arrested on July 15 and charged with Leaving the Scene of a Motor Vehicle Accident, Failing to Report a Motor Vehicle Accident, No Insurance, Unsafe Tires and Leaving the Scene of a Fatal Motor Vehicle Accident. Her bail was set at $150,000.00 with no 10% option set by Judge Honora O’Brien-Kilgallen of the Monmouth County Superior Court.
Marletta’s bail was modified to allow a 10% option by Judge Francis Vernoia on July 23. She posted $15,000 on August 4th and was released from custody.
Marletta’s trial date will be set after she is indicted by a Grand Jury.

Today is Gerri Popkin Day in Monmouth County!
Well, officially it will be (will have been?) tonight when the Monmouth County Board of Freeholders declare it so in a proclamation honoring Gerri’s nearly 30 years of public service. I never understood why the Freeholders honor people with a day in their name at the end of that day. Gerri has made a deep enough positive impact in Monmouth County in both her professional career and her political activism that the Freeholders should name an entire month or a building, at the very least a conference room, in her honor.
Popkin is retiring as Monmouth County’s Director of Purchasing after 28 years on July 1. As Director of Purchasing, she supervised a staff of 12 and was responsible for acquiring $100 million in goods and services annually. Prior to becoming Director of Purchasing, Gerri was the Director of Consumer Affairs. For two years in the mid-1980’s, she was a executive with the New Jersey Lottery.

If you’re at the south end of the Jersey Shore this month, stop by the Torche Galerie in Belmar. Many of the works on display last month in the gallery’s 2nd anniversary exhibition have been either taken down or sold. But it’s worth a stop to see the magnificent interior space—as well as to examine some of the art gems which are still hanging on the wall. The space is the creation of owner/sculptor Roddy Wildeman, who has his own workroom connected to the gallery in the back of the first floor.

(FREEHOLD) Acting Monmouth County Prosecutor Christopher J. Gramiccioni is asking residents to remain on guard for three common phone scams that continue to work their way across the country and within Monmouth County.
“The criminals associated with telephone and online scams are getting more sophisticated and approach consumers with enough legitimate-sounding information to seem credible, even to a savvy consumer. It’s important for the public to be aware of these newest ploys so that they can be on guard to protect their identity and their bank accounts,” Gramiccioni said.
IRS SCAM
It is tax season and one of the most common scams involves a caller posing as an Internal Revenue Service agent claiming that back taxes are owed. If you are concerned you may owe the IRS back taxes, never provide any information to anyone over the phone. First, call the IRS directly at 1-800-829-1040 to ask about your current tax status. The IRS will send you a letter in the mail, if you owe back taxes. They never make cold calls, and certainly never demand cash or threaten immediate police actions.
