O’SCANLON ADVISES SANDY AFFECTED HOMEOWNERS TO CONSIDER HOLDING OFF ON CERTAIN MITIGATION WORK

Owners may want to delay elevating houses until FEMA  grants are announced

Assemblyman Declan O’Scanlon today advised  homeowners affected by Sandy that they may want to hold off on  mitigation repairs until the specifics of the Hazard Mitigation Grant Program  (“HMGP”) are announced. The HMGP  provides grants to States and local governments to implement long-term hazard  mitigation measures after a major disaster declaration. The program enables  mitigation measures to be implemented during the immediate recovery from a  disaster.

“These grants can help fund elevating houses  and other, expensive mitigation work,” explained O’Scanlon. “Once the state  advertises that HMGP funding is available for mitigation projects in the state,  those interested in applying to the HMGP should contact their local government  to begin the application process. Local governments should then contact their  State Hazard Mitigation Officer so the needs of each town can be  assessed.

HMGP funds may be used to fund projects that  will reduce or eliminate the losses from future disasters. Projects must provide  a long-term solution to a problem, for example, elevation of a home to reduce  the risk of flood damages. In addition, a project’s potential savings must be  more than the cost of implementing the  project

“HMGP grants can fund up to 75% of a total  project,” O’Scanlon told. “Homeowners need to seriously think before shelling  out a lot of money to elevate their homes. If they can wait, these grants may be  a great way to offset the costs of expensive mitigation work. While not everyone  is approved for a grant, it looks like New Jersey may be receiving a sizeable amount  of aid from the Sandy Aid Package. It only makes sense for homeowners to  consider these grants as a possible source of assistance when planning expensive  home repairs.”

Governor Christie Acts on Violence Prevention with Comprehensive Review of the Intersection of Gun Control, Addiction, Mental Health and School Safety Issues

NJ SAFE Task Force will Study and Provide Recommendations on How to Better Prevent Violent Crime

Trenton, NJ – Acting on his commitment to take a full and comprehensive look at the intersection of gun control, addiction, mental health and school safety in New Jersey, Governor Christie today created the NJ SAFE Task Force. The Task Force will be chaired by two former attorneys general of New Jersey, a Democrat and a Republican, with a membership of individuals with expertise in the fields of mental health diagnosis and treatment, addiction services and treatment, gun control and law enforcement, and school safety. The task force’s review comes in the context of a state with among the toughest gun laws in the nation, including an existing assault weapons ban. Nonetheless, Governor Christie wants a full assessment to consider whether additional common sense measures are appropriate for New Jersey.

“Violence in our society has never been solely about firearms, and we would miss an opportunity to better prevent heinous crimes if we didn’t look at the complete picture,” said Governor Christie. “If we are truly going to take an honest and candid assessment of violence and public safety, we have to look more deeply at the underlying causes of many acts of violence. That means removing the stigma and evaluating issues of mental health, addiction, prevention and treatment services alongside the effectiveness of our firearms laws, enforcement mechanisms, and our school safety measures.

“My commitment has always been to evaluate public safety, criminal policy, and behavioral science with an approach that recognizes that these issues cannot be separated from one another. The SAFE Task Force will further my commitment in that regard as we look at how we can better guarantee violence control,” continued Governor Christie.

Marlboro GOP Bids Carol Mazzola Adieu

“The Marlboro Republican Party was saddened but not surprised to learn that Carol Mazzola has chosen to switch parties to run for re-election. It had become increasingly obvious that Carol had turned her back on her supporters and supported an administration which has given Marlboro residents skyrocketing property taxes and irresponsible spending. If Carol supports an administration which has increased Marlboro’s debt to an all time high, pays legal fees in excess of $1 million per year (more than double what large towns like Middletown are paying), and has essentially looted our water authority by spending its surplus and loading it with $8 million in debt, then she does not represent the values of Republicans in Marlboro or anywhere.

The Marlboro Republican Party intends to field a competitive slate of council candidates this November who share Governor Christie’s fiscally conservative, reform agenda. We will spend the next 10 months pointing out in detail the destructive policies and decisions the Hornik administration has pursued ( and Carol Mazzola has agreed with). The choice will be stark and we believe Marlboro voters are ready to elect representatives who answer to the taxpayer, not political bosses, and who do what’s best for our town, not for themselves.”

House OK’s $60B Aid for Sandy Recovery

Aid Passes 241-180 Assists New Jersey residents from worst natural disaster in their history

speaking_on_floor_about_Sandy_Aid[1]WASHINGTON, D.C. – The House of Representatives tonight approved the full disaster recovery funding that will help the victims of Superstorm Sandy rebuild their communities.

“Sandy was the most destructive storm ever in our region and arguably the second or third most costly in America’s history,” said Congressman Chris Smith, R- Robbinsville, N.J., who represents the Fourth Congressional District—the hard-hit area of northern Ocean County & southern Monmouth County where Sandy made landfill. “We are not crying wolf here, I say to my colleagues. There are huge gaps—people who have filed for insurance claims—and find insurance covered only this much. How do they ever recover?”  Smith, who took the House floor no less than three  times today to speak in favor of passage, pointed out that the Governor’s office estimated the damage in New Jersey alone to be $36.9 billion. Click here to watch Cong. Smith’s appeal to his House colleagues to pass the Sandy aid.

Two votes today providing $17 billion and $34 billion would supplement $9.7 billion already provided by both Houses of Congress Jan. 4, for a total of $60 billion emergency spending aid package.
“There is an immediate need to rebuild and restore.  In particular, our residents and neighbors need assistance with temporary housing and permanent home restoration,” said Smith.  “The Jersey Shore needs to be open for business by or near Memorial Day, or else many will suffer economic hardships, including losing jobs or businesses.”

O’Scanlon Calls On Landlords To Ease Lease Term Restrictions

Many displaced residents cannot sign long term lease but need place to stay.

Assemblyman Declan O’Scanlon today made a public call to all landlords to help those in need of emergency housing. Since Superstorm Sandy left thousands displaced, many are looking for temporary housing while their homes are repaired or rebuilt.

“FEMA is working to provide temporary housing to all who have been displaced,” O’Scanlon said. “Many who use the housing research tools provided by FEMA are discovering that, while there is housing available, many of the landlords require a 6 six month or one year lease.”

Kyrillos Introduces Resolution Calling on Feds to Ensure Sandy Hook Gateway National Recreation Area Open for Summer of 2013

Concerned about the potential impact on the Bayshore region’s economy of a prolonged closure of the Sandy Hook Gateway National Recreation Area, Senator Joe Kyrillos (R- Monmouth) has introduced a resolution calling on the federal government to make reopening Sandy Hook a priority.

“Sandy Hook sustained enormous damage during Hurricane Sandy along with the homes and businesses of Bayshore residents,” Kyrillos said. “But there is more devastation in store if this economic engine for our region is not restored and reopened in time for the 2013 tourism season. The Sandy Hook Recreation Area is the source of millions of dollars of economic activity every year and an affordable summer getaway for tourists from near and far who will lose out on a treasured summer tradition if it is not reopened. We cannot afford to lose the economic activity generated by Sandy Hook as we seek to rebuild our shoreline.”

Sandy Hook Gateway National Recreation Area is federally owned property that is maintained and operated by the National Park Service.

Text of the resolution is as follows:

Congress has a duty to provide disaster aid

By Congressman Frank LoBiondo

More than two months after Hurricane Sandy struck South Jersey, the scars of devastation upon our homes, our businesses, our shoreline and our friends and neighbors remain ever so visible and ever so painful.

Each day our region struggles to recover and residents attempt to rebuild their lives as heightened levels of anxiety, frustration, sadness and anger remain. No one in South Jersey has forgotten Sandy, and it is imperative that Washington not be allowed to overlook the real destruction and critical need our communities continue to face.

As widely reported, some of my colleagues have intentionally delayed aid from reaching affected communities, unnecessarily creating a disaster in dealing with this disaster. Citing the Senate-passed “pork” laden bill, they question if federal resources will truly reach those in need.

I appreciate their concerns and have actively sought to alleviate them by working with the congressional delegations of New Jersey and New York, as well as Majority Leader Eric Cantor, R-Va., to strip out extraneous provisions. Thus, as originally planned in the final days of 2012, the bill we are introducing in the House of Representatives on Tuesday should provide federal aid only to states affected by the storm.

Likewise, there are some local opinions that stand against any federal assistance in the aftermath of a wide-scale disaster such as Sandy. They argue individual states and impacted municipalities should be solely responsible for recovery and rebuilding efforts, while federal tax dollars should not be used for “local issues”. I strongly disagree with the shortsighted view that New Jersey, which supported other states as they dealt with disasters and which sends more tax dollars to Washington than it receives, should be short-changed at its time of need.

That is not to say federal aid should be unchecked. In 2005 and 2006, more than $100 billion was sent to the Gulf Coast states, including $60 billion within just 10 days of the storm in the aftermath of Hurricane Katrina.
